Seminole County Public Works Achieves Prestigious APWA Accreditation
- Meeting Overview:
At the recent Seminole County Council meeting, the Seminole County Public Works Department was recognized for achieving full compliance with the American Public Works Association (APWA) standards. The department’s emergency management plan and local mitigation and resiliency strategy were highlighted as model practices, underscoring Seminole County’s leadership in public works among 23,000 municipalities across the U.S. and Canada.
The APWA accreditation process required rigorous evaluation and documentation, aligning county policies and practices with international standards. A representative from APWA, who serves on the national board, commended the department’s hard work and emphasized the critical role of public works, especially in emergency situations. The presentation concluded with a moment of celebration, as the commissioners gathered for a photograph to commemorate the achievement.
In addition to the recognition of public works, the meeting featured a comprehensive audit presentation for the fiscal year ending September 30, 2025. The audit, led by Joel Knob, demonstrated positive outcomes, with no issues arising. The audit process was smooth, attributed to the cooperation of the county staff and the clerk’s finance team. The financial statements and compliance-related reports revealed no deficiencies. A minor recommendation regarding grant reporting procedures was promptly addressed.
The audit highlighted the county’s substantial investment in capital assets, nearing one billion dollars, and an unassigned fund balance of 82 million dollars in the general fund, representing 19.7% of total expenditures and transfers. Despite a decrease from the previous year, this was a planned reduction, with no concerns anticipated for fiscal year 2026. Discussions following the audit confirmed adherence to accepted government accounting practices, including a new pronouncement on compensated absences that had no significant impact on financials.
The meeting then transitioned to a detailed report by the county’s investment advisor amid an uncertain economic climate influenced by geopolitical events. The advisor emphasized the importance of maintaining liquidity due to market volatility, with a portion of the investment portfolio set to mature soon. The council unanimously approved the advisor’s recommendations.
Further topics included an update from the Parks and Recreation Department on property applications under the Seminole Forever program. The director outlined potential acquisitions, including High Oaks Ranch, which made the 2027 Florida Forever priority list, and the Dearcos property along Lake Monroe, offered at a fair market price. The Lassard and Buolds properties were also discussed, with ecological significance and recreational potential noted. Commissioners expressed support for ongoing negotiations and future meetings to address these acquisitions.
The council also addressed collaboration with city partners, particularly regarding a proposed project related to gas tax revenues. A member expressed concern about a hotel project potentially increasing traffic. Discussions highlighted historical cooperation with cities in Seminole County, including a $20 million effort to assist Oviedo with congestion issues, yet emphasized the need for aligned priorities and effective communication.
In public comments, a resident voiced concerns over traffic light construction in the Lake Mary area, citing property damage and communication lapses. A commissioner committed to addressing the issue. Another resident thanked public works for streetlight installations on Palm Springs Drive, noting improved safety in the area.
