Seminole Planning and Zoning Board Approves Rezoning for Office and Warehouse Development

During the public comment period, Grace Edwards, a resident from the vicinity of the proposed development, expressed opposition. Edwards raised concerns about the absence of architectural plans, proximity to a residential neighborhood, and the safety of children at a nearby school bus stop due to increased traffic. She also highlighted potential environmental impacts, citing bald eagle nesting and other wildlife in the area. Edwards’ comments underscored community apprehensions about development projects that could disrupt local ecosystems and resident safety.
In response, the applicant, Johnny Herbert of American Civil Engineering, assured the board and the public that the development would include sidewalks connecting Division Street to US 1792, addressing pedestrian access concerns. Herbert explained that the property had previously hosted a Wendy’s restaurant and that the proposed office and warehouse use would generate less traffic than a retail establishment. This clarification was vital in assuaging fears about traffic intensity and its impact on the neighborhood.
Following a thorough discussion, the board unanimously approved the rezoning request.
Another item on the agenda was a special exception request for Vantage Bank to resume operations at a property on the corner of State Road 434 and East Lake Brantley Drive. The bank, which had been inactive for over 180 days, required this exception under the Seminole County Land Development Code. Principal Planner Annie Siloway explained that the property had functioned as a bank since 1984 and that the proposed use was consistent with the surrounding residential and professional office uses. The board unanimously recommended approval of the special exception, recognizing that the bank’s reopening would not adversely affect public interest.
The board also addressed routine matters, such as approving the 2026 meeting schedule and conducting elections for leadership positions. Carissa Law was nominated and unanimously elected as chairman, while Brandy Ayapollo was elected as vice chair.
The meeting concluded with announcements from the planning and zoning commission’s director, who expressed gratitude to the board before their departure. The director confirmed that Dag Marie would lead the subsequent meeting, supported by interim development services director Mike Rhodess.
