Shutesbury Board Advances Affordable Housing and Tackles Infrastructure Challenges
- Meeting Overview:
The Shutesbury Select Board’s recent meeting was marked by the signing of a Community Preservation Act agreement with the Franklin Regional Council of Governments to advance affordable housing initiatives, alongside discussions on infrastructure repairs and environmental concerns. The board also addressed numerous committee appointments.
This agreement, previously allocated funding at the town meeting, was unanimously approved by the board members present, committing the town to collaborate with the regional council for better housing solutions. This development underscores Shutesbury’s stance on addressing housing challenges, a key issue for many small towns in the region.
In parallel with housing efforts, the board tackled infrastructure concerns, particularly the need for sidewalk repairs at the local elementary school. Initial estimates from two vendors exceeded the fiscal year 2024 appropriation, prompting discussions on possible budgetary solutions. The board deliberated the potential involvement of the highway department to reduce repair costs, considering the feasibility of obtaining new quotes should they decide to take this route.
Alongside these discussions, the board received an update on environmental remediation efforts, notably the scheduled removal of contaminated soil from the town’s oil tank. This progress is part of the town’s broader commitment to addressing environmental concerns.
Committee appointments were another focal point of the meeting, with a range of positions filled across various committees, including the Recycling and Solid Waste Committee, the Storm Water Mitigation and Implementation Committee, and the Zoning Board of Appeals. Each appointment was made through motions that were seconded and received unanimous support from the board.
Further discussions on town governance included an update on the search for a new town clerk. With one interview completed and another scheduled, the board emphasized the urgency of finalizing the selection process by the end of the following week due to impending deadlines.
An additional point of interest was the board’s receipt of a $10,000 grant for an Americans with Disabilities Act (ADA) transition study. The study’s findings, now available on the town website, revealed varying levels of ADA compliance across town facilities, identifying the new library as compliant while flagging the fire department for further attention. This study serves as a foundational document for future funding applications aimed at enhancing accessibility, particularly concerning necessary upgrades at the fire station and highway garage.
The board’s agenda also included an update on local water management, with plans to hold a joint meeting with the ad hoc Local Water Association to formalize the committee’s structure. This initiative aims to ensure a clear application process for future members, thereby avoiding any conflicts of interest for town staff involved with the committee.
