The potential for an emergency certification was debated, with considerations for establishing the conditions of such a certification and its timing. Ultimately, the Commission agreed to issue an emergency certification with the provision that Beth would coordinate with proponents to draft the necessary conditions.
The meeting further delved into the management of invasive species, particularly knotweed, and the spread of other invasive plants like burning bush and barberry. Brian Kerin, a consultant, presented a plan for managing invasive species at the library project on Leverett Road, which included targeted herbicide application. The Commission raised questions about the treatment’s effectiveness and sought clarity on the division of responsibilities between herbicide treatment and volunteer labor.
The Ames Pond Pestal Land Trust’s request for an amended order of conditions was another significant topic. Walker’s proposal to add gravel to wet spots on the Cart Road and extend the overlook area near the pond sparked a debate on the need for a notice of intent or an amendment to the existing order. The Commission ultimately approved the administrative approval with conditions related to erosion control and reporting requirements.
Construction projects also featured prominently in the discussions. General Dynamics, a contractor from Clinton, Massachusetts, was awarded a contract for a project on Lake Drive, which would make the house handicapped accessible. Concerns were raised about an expired Chapter 91 license, and the Commission planned to revisit the topic in their next meeting.
The Commission considered the request for determination for exploratory borings on South Floral Drive related to a septic system upgrade. The presenter clarified that the borings might occur within the buffer zone, potentially necessitating tree removal. The Commission scheduled further discussions and decision-making for the following meeting.
A proposal for a structure on Self Laurel Drive was examined, with the Commission concluding that the proposed work was exempt under the bylaw and the Wetlands Protection Act. Public concerns were raised about the accuracy of maps detailing buffer zones and property lines, prompting the Commission to issue a determination for one of the lots and include a condition for seeding.
