They have been exploring options and assessing the feasibility of using electronic clickers for town votes. The group had conducted a survey to understand public opinion on the matter and was in the process of collecting data, with plans to present their findings at an upcoming town meeting. During the meeting, there was some confusion regarding the availability and location of the survey on the town website.
Another issue was the discussion regarding a proposal to install EV chargers at the Town Hall and new library site. The board debated the practicality of this investment, which was estimated to cost $118,000. Concerns were raised about the necessity and the significant expense, especially when compared to other potential town projects such as the installation of solar panels on the highway department’s roof. After thorough discussion, the board decided not to proceed with the EV charger installation, citing the need for clarification on the cost discrepancy and the overall feasibility of the proposal.
The meeting also addressed appointments to the Conservation Commission. Following interviews with three candidates—who were questioned on potential conflicts of interest, their ability to collaborate with current commissioners, and their experience in making decisions for the greater good—two individuals were appointed. One candidate was selected for a 14-month term, while another was appointed for a three-year term. The board thanked the candidates for their willingness to serve and encouraged them to get sworn in promptly.
Furthermore, the Select Board discussed a request for a letter of support for the Franklin Regional Council of Governments’ application to the municipal vulnerability program for a dirt road toolbox. The grant proposal, which focuses on culverts and provides guidance for new highway superintendents, received support from the board. The importance of emergency management collaboration was underscored, along with the mention of a decade-long wait for progress on a culvert project in Shutesbury.
Additional updates were provided on various town projects. The board discussed the annual Town report, a gasoline well location, and bids for solar panels on the library roof. A potential grant application for culvert engineering and permitting at the mouth of the Ruggles pond dam was also mentioned. The handling of open meeting law complaints was briefly touched upon, with the indication that a document under review would be presented at a future meeting.
The complexities of arriving at a consensus on the regional school budget were highlighted as well. The finance committees of the towns involved had proposed a 6% increase after analysis. The Select Board grappled with the varying positions of the towns and the repercussions of potential state involvement if the budget failed to pass. The possibility of reconvening for a special town meeting was also discussed.
