Somerset School Committee Addresses New Competency Determination Requirements Amid State Regulation Changes
- Meeting Overview:
The Somerset School Committee meeting focused on the implementation of new competency determination requirements following the removal of the Massachusetts Comprehensive Assessment System (MCAS) as a graduation prerequisite. Discussions highlighted the need to adapt local policies and systems to align with state changes while ensuring that students meet graduation standards. The committee also examined fiscal updates, student achievements, and operational adjustments.
One notable topics was the new approach to competency determination for graduation, prompted by recent state regulation changes that eliminated the MCAS as a requirement. Superintendent Jeffrey Schoonover led the discussion on how the district plans to address these changes, emphasizing the need for students to demonstrate mastery in core subjects such as English, math, science, and US history. The class of 2027 will be the first to face these new requirements.
A proposed tiered system will involve final exams and the MCCAST assessment for grades 9 and 10, while additional measures will be available for grades 11 and 12. If students fail to demonstrate mastery through these assessments, a portfolio option will be offered in their senior year. The passing score for competency determination is proposed to be lowered to 60 to align with these new requirements.
The transition to this new system has raised concerns about data tracking and student progress monitoring. A committee member expressed apprehension about the limitations of the Aspen student management system, which currently necessitates manual data entry for approximately 900 students, increasing the risk of human error. The committee discussed reaching out to Aspen for a customized solution to better manage the data, with a focus on ensuring parents have access to relevant information through the family portal.
Another topic was the fiscal update provided by the Chief Financial Officer. The district ended the fiscal year with a surplus of $82,637, after accounting for prepaid special education expenses and outstanding tuition conferences. Additionally, the preliminary balance for excess and deficiencies stood at approximately $1.148 million, slightly below the 5% threshold of the operating budget, thus avoiding any reversion of funds to the town.
The meeting also celebrated student achievements, recognizing the September visionaries for their resilience, academic excellence, and respect. Notable mentions included CJ Alexander, Hunter Bert, Emma Goncalo, Isaac Lauro, and Logan Almy, among others.
Superintendent Schoonover presented his report, which included upcoming events such as the fall production “30 Reasons Why Not to Be in a Play,” a 5K road race, a college fair, and an open house. He also announced that Coach Bob Slater was recognized as the MIAA Boys Basketball Coach of the Year for the 2024-2025 season.
A discussion followed about the challenges of aligning middle school curricula with high school expectations, particularly in mathematics, where only a fraction of incoming freshmen complete Algebra 1. The committee debated how to address these discrepancies and ensure students are prepared for high school-level coursework.
The session concluded with updates on policy revisions and operational changes. Minor amendments to several policies were proposed, including those related to building access, staff solicitations, student fundraising, and concussion protocols. The director of business services announced her retirement, prompting discussions on finding a replacement. In Somerset, the reintroduction of Spanish classes and the approval of a grade eight trip to Washington, D.C., were highlighted.
