Somerset School Committee Grapples with Chapter 70 Funding Challenges Amid Budget Talks
- Meeting Overview:
In a recent meeting, the Somerset School Committee delved into the financial intricacies of the 2026-2027 budget, highlighting concerns over Chapter 70 funding’s impact on district resources.
Central to the meeting was the public hearing on the 2026-2027 Somerset Berkeley Regional High School budget. Superintendent Jeffrey Schoonover outlined the process, emphasizing the district’s vision to foster digitally literate and financially savvy students. The proposed budget reflects a 2.61% increase in the operating budget, with a 1.82% increase in assessments, largely influenced by augmented revenues and shifts in student enrollment. Somerset is slated for a 2.54% increase, while Berkeley will see a 3.39% rise.
A significant portion of the discussion was devoted to the implications of Chapter 70 funding. The projected budget for FY27 includes a modest 0.9% increase, a decline from previous years’ growth. This financial strain is compounded by a $75 per student increase, with Berkeley expected to receive an additional $66,900 compared to FY26. Concerns were voiced regarding the need for change in Chapter 70, as its direct impact on school district resources becomes more pronounced. Contractual salary raises, constituting approximately 75% of the budget, and a projected 9.7% increase in healthcare costs further strain the budget.
Efforts to mitigate these challenges include shifting costs to FY26 and identifying budget reductions due to declining enrollment. These reductions involve eliminating one special education van and two instructional staff positions, along with some support and central office staff roles. In contrast, regional transportation aid has improved, with reimbursements now reaching 90%, a significant increase from the typical 60% to 70%.
The conversation also touched on the district’s infrastructure needs and the necessity for long-term planning. Concerns were raised about the aging buildings and the importance of exceeding obligations to the Other Post-Employment Benefits (OPEB) fund. The committee discussed transitioning from an annual budget process to a strategic five-year cycle to better align with educational goals.
Public input during the hearing included remarks from James Dupont, a former school committee member, who highlighted the inadequacies of state funding and its impact on local property taxes. Dupont urged local officials to advocate for a fair allocation of state funds, citing the misalignment between local aid and educational needs.
