South River School Board Advances Academic Goals and Facility Upgrades
- Meeting Overview:
The South River School Board meeting on July 24, 2025, focused on academic performance improvements and updates to school facilities. Key discussions included the results of the New Jersey Graduation Proficiency Assessment (NJGPA), plans for enhancing educational programs, and the progress of ongoing construction projects to improve school infrastructure.
The meeting featured a detailed presentation on district testing data, highlighting the NJGPA results. The assessment, a requirement for high school graduation, evaluates students’ readiness in language arts and mathematics. The report revealed that 196 students were tested in language arts and 199 in math, with the state percentages surpassing the district’s results in both subjects. However, a notable improvement in mathematics passing rates was observed, providing a positive outlook despite the overall lower district scores compared to state averages. The presentation also mentioned alternate assessments available to students who did not pass the NJGPA.
The introduction of the AP Computer Science test, a result of recent curriculum changes, was highlighted, alongside mean scores in other subjects such as mathematics, English, and Spanish. A new Environmental Science course was also noted, with its mean score compared to the College Board global average.
Detailed data reviews down to individual students and specific courses were planned. To support language learners, tutoring programs, including those from the 21st Century program, were in place, and ESL teachers were involved in sharing effective strategies. A new Individualized Needs and Response System (INRS) was introduced to better track student challenges and improve outcomes.
Superintendent Dr. Sylvia Zircher provided updates on several key projects and goals. Classroom and teacher assignments were set to be available through the parent portal by mid-August, with residency updates required for incoming sixth graders. Enhancements to Denny Stadium, including a new modular press box equipped with a sound system, Wi-Fi, lighting, and huddle cameras, were announced, with completion expected by January 2026. These upgrades responded to coaches’ requests and aimed to bolster the school’s athletic programs. Additionally, new baseball dugouts and a perimeter fence for the multi-purpose turf field were planned to improve safety for elementary students during recess.
Progress on the primary school outdoor classroom was shared, designed to facilitate outdoor learning. The educational annex construction, intended for the pre-K program, was on schedule for completion by October 1, 2025. Dr. Zircher noted that there was no current waitlist for pre-K enrollment.
Draft goals for the upcoming academic year were outlined, focusing on improving student engagement, creativity, and privacy. These goals included enhancing academic performance in language arts and math, expanding visual and performing arts offerings, ensuring safe use of artificial intelligence in education, and maintaining a secure school environment.
The meeting transitioned to a public session, but no residents came forward to comment on agenda items. The board proceeded with a consent resolution covering various operational items, including athletics, finance, instruction, and human resources. Notably, a board member abstained from voting on a human resources-related item.
Committee reports followed, with the athletics committee recommending approval of annual membership in a state association. The finance committee detailed approvals for contracts and service agreements necessary for the upcoming school year, covering areas such as peer mediation, extraordinary aid, and dual enrollment programs. The instruction committee emphasized instructional planning efforts, professional development, and partnerships with institutions like Rowan University and Robert Wood Johnson University Hospital. Curriculum updates and support for student evaluations were also endorsed. The policy and legislation committee and the human resources committee reported on routine items, recommending further approvals.
The district’s preparations were commended as forward-thinking, positioning it favorably compared to others facing challenges with the new law.
