Concerns were raised about the lack of turnaround areas for larger vehicles such as garbage trucks and emergency services, which would necessitate backing out onto College Highway. Bowen acknowledged these issues and noted they were awaiting input from emergency services to address the potential safety risks. The board emphasized the importance of accommodating larger vehicles and ensuring safe site egress, highlighting the need for better planning and design revisions.

Adjacent resident Dan Rean voiced concerns related to privacy and safety, expressing worries over the development’s proximity to his home. He highlighted potential disturbances from vehicle headlights and snow plowing, which could disrupt daily life and impact privacy, especially during winter months. Rean requested the installation of an eight-foot privacy fence and downshielded lighting to mitigate these concerns. The board found the request reasonable, given the anticipated impact on Rean’s property.

Further discussions centered on drainage issues, with assurances provided that stormwater management systems would prevent adverse effects on neighboring properties. The board acknowledged the need for a photometric plan to evaluate lighting impacts. The operational hours of the medical office were also considered, with expectations that it would primarily function during weekdays and not on weekends.

In addition to the medical office proposal, the board approved a residential stormwater permit application from Peter Mustava for a project on Crooked Ledge Road. Despite a technical error in the advertisement referencing an outdated zoning bylaw section, the board agreed to grant waivers for certain drainage analysis requirements, given the limited disturbance area and existing woodland. Richard Harris noted the general bylaw’s allowance for waivers under specific conditions. The application, including the requested waivers, was unanimously approved.

The meeting also addressed the selection of a peer review firm for a solar array project on Pleasants Street. After evaluating various proposals, the board chose Berkshire Design Group for their solid track record and prior experience with similar projects. The applicant was required to submit $7,000 upfront for the peer review process before finalizing the agreement with Berkshire.

Discussions around the solar project also involved the Conservation Commission’s interest in conducting a site visit to assess the project’s impact on a nearby conservation area. The board decided to postpone further discussions on the commission’s involvement until the next meeting. Concerns were raised about the fire department’s capacity to review compliance with fire codes, with the board acknowledging the possibility of external reviews funded by the applicant if needed.
