Southampton Secures $82,770 Grant for Emergency Cooling Center at William Norris School
- Meeting Overview:
At the recent Southampton Select Board meeting, a significant announcement was made regarding the town’s successful acquisition of an $82,770 action grant from the Municipal Vulnerability Preparedness (MVP) program. This grant will support the development of an emergency cooling and air quality center at William Norris School, aimed at assisting vulnerable community members during extreme weather events. The initiative, titled “Project Stay Cool,” includes a feasibility study to assess infrastructure needs, operational logistics, and potential solar installations, with community engagement efforts focused on youth and seniors. The project is slated for completion by the end of June, with a kickoff meeting planned for mid-October.
In a related development, the board acknowledged the extension of the town’s Open Space and Recreation Plan approval for another three years, extending eligibility for various grants until January 2031. This extension, attributed in part to the efforts of Mark Casses, was met with appreciation from the board, which plans a celebratory gathering for Casses upon his return from travel.
Discussions during the meeting also covered pressing financial issues. Health insurance increases were highlighted as a primary concern, with the Select Board collaborating with four other community boards to address funding shortfalls. A motion was passed to draft a letter urging state representatives and senators to provide adequate funding for rural communities, with a focus on rural aid, school transportation, and Chapter 70 funds. To strategize potential budget savings and regionalization efforts, a subcommittee comprising chairs from each community’s select board and finance committees is proposed.
The board also addressed the planning for public buildings, despite the absence of identified funding or finalized plans. The Pioneer Valley Planning Commission presented an overview of development stages and public funding sources, prompting the suggestion of a calendar of activities. The board considered whether further public input was necessary, debating the merits of an information session via Zoom versus an in-person meeting.
In personnel matters, the hiring of a new part-time firefighter, Benjamin Fischer, was announced. Fischer, who has prior experience with the Southampton Fire Department and other local departments, will fill shifts as needed while maintaining his full-time position elsewhere. The introduction was made by Chief Rich Bulli.
The meeting also touched on the town’s 250th anniversary celebrations, highlighting recent events and ongoing planning. A presentation at the senior center on West Park Cemetery and an upcoming event on the burial grounds were noted. Despite challenges in staging a town play due to limited participation, plans for December events continue to develop.
Additionally, the board discussed contract negotiations with bargaining units, considering appointing the town administrator to attend executive sessions related to these negotiations. This suggestion aims to streamline the process and leverage the administrator’s expertise in handling multi-union negotiations.
Finally, the board addressed logistical matters, such as scheduling future meetings and discussing financial warrants. The need for improved acoustics in the meeting room was raised, with suggestions for enhanced audio equipment to facilitate clearer communication. A proposal for traffic counts at a site of a recent fatality was supported, contingent on consultation with the police chief and highway superintendent.
