- Meeting Overview:
The Southampton Select Board addressed several issues at their recent meeting, with the most pressing being the emergency interim hire for the Council on Aging (COA) director. Following a debate regarding the appropriate compensation and hours, the board voted 4 to 1 to accept the Personnel Change Form with the proposed salary and hours for the interim position.
The meeting, which covered a range of topics from community achievements to policy discussions, commenced with congratulatory remarks for local youth sports teams and swiftly moved to address a resident’s concerns about property maintenance and overgrown grass. The board recommended that the individual attend a Board of Health meeting, promising information about the upcoming meeting and suggesting the issue be addressed through the appropriate channels.
A significant portion of the meeting was dedicated to a public hearing regarding a local business’s request to upgrade their wine and malt off-premises license to an all alcohol off-premises license. This change, crucial for the business’s competitiveness, had begun in 2022 but faced hurdles due to legislative and gubernatorial approval processes. The board expressed unanimous support and approved motions urging the governor’s office to take immediate action and requesting an extension on the legislation.
Pure Foods, a local family-run establishment and one of the town’s food stores, was represented at the meeting. Their input highlighted the potential revenue loss if unable to sell sought-after alcoholic beverages.
The meeting also addressed the resignation of the COA director and the proposal to establish a screening committee to review applicants for the role. The board discussed the committee’s composition, size, and responsibilities, agreeing to develop a short outline of the committee’s duties.
Additionally, the board tackled the denial of a grant extension by Mass Trails for a bridge project. They discussed architectural and engineering plans, raising concerns about the bridge’s span and floodplain issues. The board considered the need for additional funding and reviewed options for utilizing available funds.
The town’s engagement with green energy projects was also highlighted, with pre-approval letters finalized for lighting installation at various town facilities. The board noted that installation needed to be completed by November, with funding challenges for the fire department’s Wi-Fi installation also under discussion.
After deliberating on the addition of six voting members to the Senior Center building committee, the board decided to give preference to town residents and to delay the membership increase for 60 days to allow for careful recruitment.
In preparation for future development, the Select Board planned to tackle the issue of land at Zero College Highway in an executive session, citing the need to address negotiation-related questions privately. Cannabis control negotiations were also earmarked for an executive session, given the state-level disarray and its impact on host community agreements.
In new business, the board discussed the pending engagement letter for the FY 23 audit, emphasizing the importance of closing outstanding matters before the next meeting. Questions were raised about the potential to reapply for returned funds, with a deadline for obligations set for December 2024.
Policy discussions included the draft gift policy, where the board suggested changes, such as removing a section on naming rights and referencing a separate naming policy. The policy was slated for a final read-through and would be posted for public input before the next vote.
In personnel matters, the board considered the qualifications and compensation for the interim COA director. Concerns about budget implications and fairness were debated, eventually leading to the vote in favor of the emergency hire. This decision was critical to ensure the continuity of services for senior residents of Southampton.
