Southampton Select Board Faces Crisis in Treasurer’s Office Amid Staff Turnover

To bridge the gap, Megan Kaine from Westfield has been recruited for a temporary, part-time role. The board emphasized Kaine’s extensive experience, which includes seven to eight years in similar financial roles, thus making her well-suited to manage the town’s financial operations during this transitional period.
The treasurer’s office is also preparing for the August 1 tax payments, which have been sent out. Angela Baldick, despite her resignation, has agreed to assist temporarily during evenings and weekends to manage payroll and other essential inputs effectively.
Further compounding the pressure on the treasurer’s office is the upcoming visit from the Department of Revenue’s Division of Local Services (DLS) on August 14. The DLS will provide guidance and help create a compliance calendar for the year. The board recognized this assistance as critical to navigating the current crisis.
In addition to the treasurer’s office challenges, the board addressed the Open Space Committee’s reorganization. The committee’s charge was amended to eliminate the requirement for a representative from the board of assessors, due to persistent attendance issues, and to increase at-large members from three to four. This change was unanimously approved and aims to enhance committee participation and representation.
The Personnel Policy and Procedures (PPPQ) Committee also came under discussion, concerning the interpretation of bylaws related to the town administrator’s role. There was uncertainty about appointing the town administrator as a voting member, which seemed to contradict existing bylaws. The board resolved to maintain the town administrator’s position as an ex-officio, non-voting member.
Attention turned to the Southampton community’s 250th anniversary celebrations, including recent and upcoming concerts. The Lions Club-sponsored event featuring the band Time Stretchers was highlighted as part of the festivities. The board also looked forward to a significant birthday bash following the Celebrate Southampton event.
The meeting concluded with a concern raised over a 25% reduction in rural aid affecting schools, prompting a discussion on its impact on local education. The board agreed to draft a letter to the state senator and representative, advocating for the restoration of funding levels from the previous fiscal year. This motion was passed unanimously.
