Southwick Board Debates Park Maintenance and Police Assessments
- Meeting Overview:
In the latest Southwick Select Board meeting, discussions centered on the coordination of maintenance responsibilities for park and recreation areas and the utilization of an assessment center for police department promotions. These topics, along with the approval of the police chief contract and preparations for the upcoming budget review, were among the most significant items addressed.
The board engaged in a robust conversation about the best approach for overseeing park and recreation area maintenance. There was a suggestion to appoint a liaison between the park and recreation board and the Department of Public Works (DPW) to streamline maintenance tasks and enhance communication. The idea of having the DPW take over the oversight responsibilities was also debated, with varying opinions on its potential effectiveness. The lack of a formalized protocol for tree maintenance in the parks was a particular concern, highlighting the need for a clear process to manage fallen trees and related liability issues.
Another discussion was the use of an assessment center for evaluating candidates for promotions within the police department. The assessment center method was proposed as a means to provide an objective “barometer” for candidates and remove unconscious bias from the selection process. However, the motion to implement this evaluation process did not pass, as it failed to receive a second, underscoring differing perspectives on the necessity for external professional input in the selection process.
The board voted to approve the police chief contract for R.E. Banish, with the condition that certain typographical errors be corrected.
Additional topics covered in the meeting included the town warrant articles for the upcoming town meeting, which discussed the reauthorization of spending limits, the Regional School District budget, and zoning bylaw amendments. There was a focus on clarifying and updating specific articles, and anticipation for the next version of the town warrant article was expressed.
The maintenance of park and recreation areas was revisited during public comments, with members of the park and recreation department raising concerns about the perception of their responsibilities due to issues being conflated with maintenance tasks. The potential realignment of oversight with the DPW was discussed further, with the board acknowledging the need for a more structured approach to address maintenance concerns.
The board also touched on community engagement, expressing disappointment over low attendance at a social media safety event and deliberating the continuation of presentations in classrooms. In addition, there was an examination of an amendment concerning the definition of hardships and non-conforming issues, as well as discussions about an upcoming joint meeting related to General 61 and 61a.
The session concluded with plans to review both the assessment center proposal for law enforcement positions and the amendment related to defining hardships at the next meeting. A member of the finance committee presented the format for the upcoming budget review.
