A significant portion of the meeting was dedicated to addressing the unpermitted work on Berkshire Avenue involving a retaining wall and related erosion issues. The commission noted that the work had been carried out without the necessary approvals, resulting in the absence of proper fencing and other safety measures. Letters were sent to the homeowner and contractor to rectify the situation and ensure compliance with environmental regulations.
Another prominent issue discussed was the complaint about mowing and tree cutting within the North Lumis Street Wildlife Management Area, which has been affected by the invasive emerald ash borer. The commission deliberated on the need to hire a certified and fully insured arborist to manage the trees in the area. Additionally, there were calls for the immediate cessation of mowing activities to prevent further environmental damage.
The spread of Japanese knotweed, an aggressive invasive species, was also a point of concern. It was noted that the town’s mowing activities may have been inadvertently contributing to the spread of this weed. The commission discussed the adverse impact of the knotweed on local ecosystems and the potential of pursuing grants to address the problem.
Regarding ongoing development projects, the commission approved the request for a certificate of compliance for 34 Eroy, acknowledging the successful stabilization efforts at the site. The multi-use development project at 772 and 774 College Highway, which sought a new order of conditions after a three-year lapse, was approved with a bond of $10,000 set in place. Additionally, the Noble Steed subdivision’s request for an extension of order conditions was discussed, with updates provided by a construction company on the Wetland Crossing project. Concerns were raised about delays in the water quality certification submission and the incomplete replication area ahead of proposed house construction.
The commission also reviewed the progress of various projects, including minor changes to a project on North Pond and the expiration of a Mass DOT emergency certification for work on College Highway. The status of the collapsed basin and drainage system was discussed, and the commission planned to follow up on the matter after receiving an email regarding the issue.
In the realm of new business, the commission discussed the implementation of trail signs for the Al DET Trail. The use of town and commission logos, along with QR codes on signs for open space areas, was also deliberated, with the members expressing enthusiasm for the technological integration.
Additionally, the commission touched upon proposed amendments to the local bylaw, a request for the select board and the chief police harbor master to advance the proposal, and a report from the first two Suffield Conservation Committee meetings.
