The Southwick Conservation Commission recently approved a project involving the removal and replacement of a concrete wall, stairs, and patio on Iroy Drive. This decision came after a review of the proposal’s impact within the 100-foot buffer zone of Lake Congamond and within the 100-year floodplain. The approval was contingent on standard conditions, including a $10,000 bond, addressing concerns over floodplain elevation and the need for compensatory storage.
The commission also tackled a range of other issues, from a lack of participation in the LPP program and the Harbor Master meeting to potential wetland violations and the nomination of an erosion control monitor. Notably, the commission had a detailed examination of a project on Foster Road, where an applicant presented plans for a single-family home that prompted concerns about approved setbacks and the clarity of proposed alterations versus existing conditions.
Another important topic addressed was a request for determination on North Pond Road, where WI Construction sought approval for modifications to already implemented plans. The commission’s discussion focused on the proximity of proposed steps and a retaining wall to Lake Conant and their alignment with local bylaws. A negative determination was found, allowing the project to proceed.
The commission also granted a partial certificate of compliance for a property on Noble Steed, emphasizing the importance of erosion control measures’ stability. Furthermore, there was a nomination and subsequent approval of an erosion control monitor for a project on L Street.
Discussions extended to providing feedback to the planning board on the Mort Vining subdivision, highlighting a preference for pre-cast culverts to align with engineering recommendations and best practices.
The meeting addressed a resident’s efforts to mitigate water-related issues on Rising Corner, including flooding and sediment runoff. The resident’s presentation, which included pictures and a description of actions taken, led to a debate on the area’s classification and the effectiveness of the measures implemented.
Drainage issues were also a concern, with the commission exploring solutions to prevent accidents and sediment buildup. However, redesigning the street was considered too costly. Hazardous trees at the North Pond Conservation Area were discussed, emphasizing the need for proper planning before removal.
The commission nominated and approved a representative for the Community Preservation Committee and raised concerns over a forest cutting plan on Tanner Road. A site visit with the forester was proposed to ensure the presence of wetlands was accurately reflected in the plan.
Other items on the agenda included discussions on Memorial Day Parade participation, the rental of dock space at White Street, and an interactive trail at the Sanowski property, including interpretive signage for “Forest bathing.”
The commission also deliberated on an emergency certification for 600 College Highway, where a culvert collapse occurred during construction.
