At 23 Castle Street, a public hearing was held where petitioner Scott Snider presented plans for a floating dock on Lake Congamond. The commission examined the dock’s design and assessed its potential impact on the lake. After thorough deliberation, including considerations of local permitting and the dock’s construction materials, a motion was made and seconded to issue a negative determination for the project. This decision effectively greenlights the dock’s construction without the need for filing a Notice of Intent, a procedure typically required for projects that may impact wetland resources.
In another discussion, the commission delved into a Request for Determination of Applicability (RDA) regarding the removal of trees along the shoreline on South Longyard Road. A representative provided a plan to drop trees with brush and leave them in place to control erosion. Commission members intensely debated various aspects of the tree removal, including the methodology, potential impacts on the conservation area, and the need for a plan to address replanting and shoreline erosion. Ultimately, the commission voted to find a negative with the condition that applicants return with an acceptable plan for approval.
The commission also touched upon an agricultural exemption petition related to work on agricultural land on Clim Road. After a site visit, it was concluded that the area was exempt under agricultural exemptions. However, concerns about drainage and its impact on a farm’s haying business were raised, prompting unanimous approval of the petition with attentiveness to the drainage issues.
An amendment to a construction plan on Northpond Road sparked a debate over erosion control measures. The amendment proposed using steel sheet piling instead of retaining walls due to structural concerns. The commission discussed the efficacy of silt fences and the possibility of employing double silt fences with straw for added protection against erosion. The minor amendment was approved with conditions for erosion control.
The commission also reviewed broader infrastructure and compliance issues, such as an illicit discharge at a Mobile station, utility maintenance within buffer zones, and the replacement of a culvert on Clin Road. Additionally, they appointed erosion control monitors for the culvert project and discussed the expiration of an emergency certificate for work on College Highway. Compliance matters on Grand View Street were addressed concerning the relocation of a dock.
Updates from the select board and the Chief of the Harbor Master regarding proposed amendments to the local zoning program were considered. The commission also fielded a report on meetings with the Suffield Conservation Commission, which included discussions on a subdivision request extension and a request for property access for stargazing activities.
In administrative updates, the commission acknowledged the introduction of the new town Chief Administrative Officer, Nicole Parker. This appointment marks a notable administrative change within the town’s governance structure.
