Southwick Planning Board Grapples with Dunkin’ Donuts Site Modifications Amid Construction Concerns
- Meeting Overview:
The Southwick Planning Board meeting on October 7, 2025, centered on significant site modifications proposed for the Dunkin’ Donuts on College Highway. This discussion highlighted ongoing construction activities and the need for compliance with existing permits, while also addressing broader planning initiatives and various site plan considerations.
The meeting featured a discussion about the proposed reconfiguration of the Dunkin’ Donuts drive-thru lane, which aims to improve traffic flow by extending the queue length and maintaining existing curb cuts. The applicant, represented by Philippe Cravec Associates, also proposed additional modifications including repaving and restriping the parking lot, relocating the dumpster, adding landscaping improvements, and installing a new menu board on a landscaped island.
A notable aspect of the discussion was the need to amend a special permit from 1993 that restricts new lighting installations. The proposed installation of modern LED light poles, designed to minimize light spillage, was a point of contention. Board members expressed concern about the construction work already underway, with surprise that “work was going to begin on Facebook a week and a half ago” and noting that dirt work had already commenced without prior approval. This revelation raised questions about the process of site plan modifications being discussed after construction had started.
Parking was another key topic, with the applicant confirming an increase of three parking spaces in the new layout, raising the total to 38 spaces. With the building’s seating capacity at 22 and a maximum employee count of eight, the calculated parking requirement was 25 spaces. This sparked questions about the use of additional spaces by adjacent businesses.
Traffic safety and visibility were also discussed, particularly concerning the landscaping around the site. There were concerns that shrubs might obstruct sight lines for vehicles exiting onto College Highway, but assurances were given that the shrubs would remain low enough to maintain clear visibility. The board considered the need for additional signage to direct traffic correctly through the modified drive-thru entrance.
The board members expressed frustration over the lack of communication regarding the ongoing construction, with one noting it was “upsetting to see that we are just now seeing these plans and it’s already begun.” Despite these concerns, there was a general consensus that the modifications would enhance the site’s functionality and aesthetics once completed.
In another significant matter, the board considered a minor site plan modification request concerning the installation of a small-scale ground-mounted photovoltaic system on Tannery Road. Discrepancies in the distance of the solar array from property lines were discussed, with prior documentation showing it closer than currently planned. The removal of fencing around the array sparked debate about visibility and safety, prompting input from Fire Chief Richard Stfano. He emphasized the need to review regulations regarding fencing for ground-mounted arrays and suggested further examination before approval. The board discussed alternatives such as a vinyl mesh cover, but the matter remained unresolved pending regulatory clarification.
Additionally, the meeting addressed future planning initiatives, with a request from the master plan implementation committee for input by November 14. The planning board was tasked with outlining a three-year plan for action items from the master plan, focusing on achievable goals given the long-term planning horizon extending to 2040.
The meeting also included a request for a public hearing extension for a proposed tea house on Feeding Road, citing the need for additional information on ADA accessibility and fire protection. The board unanimously approved the extension to continue discussions at the next meeting.
Lastly, the agenda covered a proposed solar array on Sheep Pasture Road, which the applicant withdrew in favor of installing solar on their home. This decision was viewed favorably as a more suitable solution.
