Southwick Planning Board Reviews Solar Panel Placement and Marijuana Retail Proposal
- Meeting Overview:
In a recent meeting of the Southwick Planning Board, members tackled various issues, including the review of a contentious ground-mounted solar panel installation, the approval of a signage permit for a Dunkin’ Donuts remodel, and the deliberation of a special permit for a proposed marijuana retail establishment on College Highway. The meeting, held on September 23, 2025, saw the board engaging in discussions that highlighted community concerns and regulatory compliance challenges.
Central to the meeting was the exhaustive discussion concerning the proposal for a ground-mounted solar panel installation. Board members raised concerns over the installation’s proximity to neighboring property lines, sparking a debate over optimal placement. The feasibility of relocating the panels to another side of the property was discussed, considering potential issues such as shading and the trench length required for connection to the home. The proximity of a septic leach field further complicated relocation options.
Board members noted the lack of natural screening between the installation and neighboring properties, leading to a conversation about past practices where waivers were granted if adequate screening was provided. Without such screening, the proposed installation risked impacting the open view from adjacent parcels. One member suggested a 50-foot distance from the property line would be more appropriate, emphasizing the importance of obtaining neighbor consent to avoid future conflicts. Deliberations included suggestions to move the solar panels further north on the property, potentially increasing the distance from the property line to 100 feet, thereby reducing the need for a waiver. The applicant was encouraged to consult with the property owner to finalize the panel location.
In another key agenda item, the board evaluated the signage permit application for a Dunkin’ Donuts remodel on College Highway. A representative presented the proposed changes, including two wall signs and the refacing of an existing pylon sign. The board confirmed that the total signage square footage complied with local regulations for the business zone along College Highway. With no public comments raised, the board unanimously approved the signage permit, allowing the remodel to proceed.
The meeting also addressed a proposed marijuana retail establishment on College Highway. Board members reviewed standard special permit language, noting necessary amendments to remove references to a medical marijuana treatment center, as the applicant lacked the provisional license required for such a designation. The discussion included considerations for demarcating parking spaces and installing planters in non-usable areas to create clear separation between the two commercial buildings on site. After assessing the layout during a previous site visit, board members expressed satisfaction with the proposal and unanimously approved the special permit and site plan.
Additionally, the town planner’s report provided updates on several proposals, including a food truck on College Highway and a yoga studio on Hudson Drive, both of which were scheduled for further discussion at future meetings. Complaints had been received regarding noise and unauthorized tree clearing at a residence on South Longard, which had been forwarded to relevant town departments for review.
