- Meeting Overview:
In a recent meeting, the Southwick Select Board focused on initiatives aimed at enhancing the town’s infrastructure, economic development, and maintenance of public facilities. The board approved grant applications for significant infrastructure projects, discussed the results of a local business survey, and debated the restructuring of the town’s maintenance departments.
The Town Planner, John Gard, presented four projects seeking state grant proposals, which included essential infrastructure work on Powder Mill Road and culvert projects on Tannery Road and Vining Hill Road, along with a zoning diagnostic project. The estimated cost for the Powder Mill Road project reached up to $500,000, with the culvert projects each at $125,000. These projects aim to align the town’s zoning bylaws with the master plan’s goals, particularly in the development of flexible residential districts and subdivision regulations. The Select Board approved the submission of these grant applications.
Economic growth and support for local businesses were also on the agenda. Inga Hotelling Washington and Greg DIY from the Economic Development Commission (EDC) presented survey results that outlined the priorities of Southwick businesses, including upgrading main business corridors, providing free consultations for small businesses, and promoting the town as a recreational destination. The EDC emphasized its role in fostering measurable business and economic growth while retaining Southwick’s rural character. The Select Board approved the promotion of the Shop Southwick website on the town’s homepage and electronic sign to support the local “buy local” campaign.
Maintenance of the town’s public facilities and spaces received considerable attention during the meeting. There was a discussion about the potential reorganization of the Department of Public Works (DPW) and the Buildings and Grounds Department. The board deliberated on the best approach to manage maintenance tasks and the funding challenges associated with them, such as tree removal and trail upkeep. The need for a comprehensive strategy to address maintenance needs was underscored, with members debating over resource allocation and the effectiveness of previous organizational structures.
The maintenance of the rail trail and town facilities was another major topic. The problem of trees falling on the rail trail prompted a debate on hiring a regular tree maintenance person and the allocation of budget resources for this task. The board also discussed improvements to the trail and the possibility of seeking funding from the Community Preservation Committee.
Other points of discussion included a municipal fiber grant acceptance, the upcoming vacancy of a sergeant position in the Police Department, the promotion of a police officer to Lieutenant, and vacancies within the Council on Aging. Furthermore, the board touched on high-speed internet committee work, marijuana dispensary applications, and the appointment of new committee members. The meeting concluded with an announcement about the upcoming Iron Man event.
