Southwick Select Board Discusses Smart Meter Rollout Concerns and Approves Key Appointments

In addition to the smart meter discussions, the board proceeded with critical appointments. Rich Bozac was appointed as the DPW director following a roll call vote. Bozac, who has been with the department for over two decades, was acknowledged for his extensive experience and familiarity with the town’s infrastructure systems. He cited budgeting as a challenge and stressed the importance of securing grants for projects. Bozac expressed enthusiasm for assuming his new role and outlined his intention to focus on budgetary matters and future projects post-winter.
Joseph Mezoir was also appointed as the building inspector and zoning enforcement officer. Mezoir, who has been a building inspector for about ten years, shared his background and experience in dealing with zoning enforcement and permitting software. He emphasized the importance of preparing cases thoroughly, akin to courtroom preparation, while favoring compliance through cooperation. The board unanimously supported his appointment, recognizing his potential to contribute positively to the town’s development and regulation efforts.
The meeting also covered a memorandum of agreement with the Southwick Firefighters Association regarding electronic payroll information, which the board approved. This agreement aimed to streamline payroll processes and reduce paper burden, despite some bargaining units expressing a desire to negotiate over the change. Most unions had accepted the digital format, which had been successfully tested with the firefighters’ union.
Holiday hours for the clerical staff were approved, consolidating two half-day closures into a full day off on December 26, 2025. The board viewed this as a customary adjustment and passed it without discussion. Additionally, the board approved a reserve fund transfer request from the finance committee for over $32,000 to replace safety-compromised firearms and equipment.
A parade application for the Southwick Civic Fund’s Farm Day parade was discussed and approved. Scheduled for November 1, 2025, the parade was set to occur from 2 PM to 3 PM, with a noted need for proper police detail documentation. Concerns were raised regarding the clarity of local bylaws related to parades and permits.
The board also received updates on the master plan implementation. A board member highlighted the need for feedback on distributed strategies and mentioned the importance of semiannual reports from the implementation committee to be reflected in the annual town report. The board agreed to review suggested modifications and completed items ahead of the next meeting.
Additionally, the meeting acknowledged National First Responders Day, expressing gratitude to all first responders for their service. The board commended the success of recent community events, including the “Walk with Spirits” and trunk-or-treat, which saw high participation and engagement.
