Despite these deviations, the board was assured of the minimal visual and functional impact due to the site’s industrial setting and existing natural buffers.
Public comments were solicited, but none were made, leading to a motion for preliminary and final site plan approval. This approval was conditioned on adherence to recommendations from the board’s engineer, planner, and utility assessments. The board emphasized compliance with existing conditions related to stormwater management and hazardous materials handling.
Beyond the Nicolock application, the Planning Board meeting addressed several other issues. A noteworthy discussion arose regarding the potential shift from use-based zoning labels to performance-based metrics for assessing development projects. Rob Otto, a member of the public, argued for the adoption of a quantitative approach that would include metrics such as water withdrawal models and fiscal ratios.
