Springfield Town Council Approves New Ordinances and Discusses Community Initiatives

The council also addressed a series of resolutions, notably Resolution 202678. This resolution involved recalibrating the formula for calculating health benefit contributions for full-time employees. The adjustment was described as a necessary housekeeping measure to align with state law, ensuring that while employees faced increased deductions, their contribution percentage remained unchanged. After discussion, the resolution was approved unanimously.
Another topic was the Department of Public Works’ (DPW) report, which highlighted the challenges faced during recent snow clearance efforts. The DPW emphasized the importance of addressing 800 storm basins to prevent flooding from melting snow. Additionally, the department dealt with 12 water main breaks. The council recognized these efforts as vital for maintaining town infrastructure during the winter months.
Recreational initiatives were also on the agenda, with reports from the Recreation Director. The council authorized a concession contract with Elite Concessions for the pool’s final option year and approved a donation for a memorial park bench at Ruby Park. Plans for the summer pool season were in motion, with registration for pool camp set to open soon. The arrival of new playground equipment for Henshaw Park, funded through grants, promised enhanced recreational facilities for residents.
The meeting also addressed community health initiatives, approving a request from the New York Blood Center for a blood drive at the Chisum Community Center’s Adler Gym in May.
Transportation issues emerged as a topic of concern, particularly regarding the senior bus service. Complaints about the bus’s functionality were acknowledged, and the council proposed using a newer bus for longer trips to improve service.
Public comments touched on various issues, including snow removal practices and traffic concerns related to increased tractor trailer volumes on county roads. One resident suggested revisiting a 2020 study on traffic patterns, given the rise in heavy vehicle traffic. The council acknowledged these concerns and discussed ongoing efforts with the Union County Board of Commissioners and the Army Corps of Engineers to address flooding in the Rawway River Basin. Although no viable federal funding projects have been identified yet, the council remains engaged with stakeholders to find solutions.
The meeting concluded with an executive session to discuss attorney-client privilege and personnel matters. Upon returning to the public session, the council approved a resolution for salary increases for department heads and certain non-union employees for 2026.
