Springfield Zoning Board Approves Patio Variance Amid Drainage Concerns, Mandates Shed Relocation
- Meeting Overview:
The Springfield Zoning Board meeting on October 21st, 2025, culminated in notable approvals and stipulations regarding various applications, most prominently granting a patio variance while addressing drainage issues and the relocation of a shed to comply with zoning regulations.
The most notable discussion centered around the variance application for a property with an existing patio and a newly added plastic shed. The shed, placed without a concrete foundation, was situated too close to the property line, violating setback requirements. The board scrutinized the placement and its potential impact on neighborhood drainage. Board members were particularly attentive to the drainage systems in place, questioning the applicant on the measures taken to prevent water pooling, a recurring issue in prior discussions. The applicant assured the board that water drainage was effectively managed through permeable paving stones and underground downspouts. However, the board suggested additional measures, such as relocating a dry well to further mitigate water runoff.
During the public comment session, neighbor Mary Joseph Laza supported the applicant’s assertions, testifying that she had not experienced any water problems despite recent downpours. Her statement, “There is no water, and we’ve had downpours coming, you know, with those rains, and I haven’t had a drop of water from his property,” reinforced the applicant’s claim of effective drainage measures.
After extensive deliberations, the board concluded that relocating the plastic shed would enhance compliance with zoning regulations. A motion to approve the application with conditions, including the relocation of the shed and additional water runoff mitigation efforts, was passed. The applicant expressed gratitude for the board’s decision, acknowledging the need to comply with zoning standards.
In another significant agenda item, the board reviewed an amendment for a lot coverage variance on Ashwood Road. The applicant, Jeff Tiger, sought approval for a 96 square foot extension of a previously approved patio. The board engaged in thorough discussions about the increased lot coverage, which now stood at 41.8%, exceeding the permitted 36%. The applicant detailed the drainage system improvements, including a perforated pipe system to manage runoff. After confirming the measures in place, the board unanimously approved the amendment.
The board also addressed application 2025-9 for 80 Adams Terrace, presented by Michael and Tina Ferreira. The Ferreiras requested a variance for a patio that had increased their lot coverage to 50.5%, above the allowed 36%. They explained the patio’s construction aimed to solve water pooling and basement damage issues. The board noted an existing front yard setback nonconformity, which the current application did not alter. Following a detailed examination of the patio’s impact on zoning compliance, the board approved the variance request, acknowledging the applicant’s efforts to adhere to zoning regulations.
Additionally, the board deliberated on resolutions of memorialization, correcting a typographical error in the address for application 2025-2160 at Golf Oval before approving the resolution. They also decided to carry application 2025-15 for 147 New to the November meeting.
