In another significant matter, the council heard from Nicholas Stein Camp, a historian and humanities enthusiast, who voiced concerns regarding the St. Cloud Charter. Stein Camp pointed out the charter’s lack of an executive branch, which he argued could result in legislative supremacy by the council and potential abuse of power. To address this, he proposed amending the charter to include an executive branch, with the mayor holding independent executive authority, to establish a system of checks and balances within the local government.
During the citizens’ forum, the construction project at Veterans Park restrooms spurred a discussion on the necessity of contingency plans in construction bids. Opinions among the council members were divided. One member argued for removing contingencies. Another member, drawing on experience in construction contracts, defended the use of contingencies to account for unforeseen conditions that may arise. This debate highlighted differing views on managing financial risks in public projects.
Regarding infrastructure, the council entertained discussions on various projects, including roof repairs, investments in ball fields, and acquisition of additional property for park facilities. These projects were met with general consensus on their positive impact on the community. The council also conducted a public hearing for a zoning amendment concerning the St. Cloud Marketplace. The amendment sparked debate between the applicant, who sought to maintain flexibility in land use for future development, and some council members who supported restrictions to balance commercial development with the type of businesses suitable for the area.
The meeting also encompassed discussions on city growth and development, including the annexation and zoning of properties near Friars Cove Road, CMI Park Road, and Florida’s Turnpike. The Chief of Police provided insights into the program and confirmed the specialization and dedication of officers assigned to schools. Council members expressed support for the program and its importance for school safety but also raised concerns about financial responsibility.
Towards the end of the meeting, the council deliberated on the potential transition to an in-house legal team, prompted by the city’s growth. A workshop was proposed to discuss the feasibility and costs of hiring a full-time city attorney. Additionally, the council discussed the “Proud in the Cloud” event, acknowledging its success while addressing concerns about road blockages and communication with residents. The possibility of enhancing Lakefront Park with shade structures and stage upgrades was also considered, along with the council’s support for scholarships and upcoming meetings and reports.
