St. Cloud City Council Tackles Water Billing Issues and Approves Community Development District
- Meeting Overview:
In a recent meeting, the St. Cloud City Council addressed issues related to water billing and infrastructure, approved a new Community Development District for the Lakeside project, and deliberated on various ordinances and community concerns. The council’s discussions highlighted ongoing challenges with water management and developments for the community.
A major segment of the meeting was dedicated to the water billing and meter replacement issues affecting residents. An official from the Two Water Authority provided an overview of ongoing challenges with malfunctioning water meters, revealing that between 20,000 to 28,000 meters require replacement within the service area. Given the scale of the issue, the council approved a $5 million increase in the budget for meter and Meter Transmission Unit replacements, raising it from $7.4 million to $12.4 million.
The council also discussed a 5% increase in water, wastewater, and irrigation service rates, alongside a 12.6% rise for reclaimed water, effective since October. These adjustments have contributed to higher bills for many residents, especially those with substantial irrigation demands. The Two Water Authority has launched a dedicated webpage and email address to assist with inquiries.
Council members voiced their concerns and suggestions regarding the utility issues. One member highlighted a personal experience with a credit card limit affecting autopay options, prompting a decision to raise the limit from $300 to $1,000 to prevent missed payments. Another member proposed separating city charges from utility bills to reduce confusion, a suggestion that found support among other council members. The council also emphasized the importance of proactive communication with residents and proposed social media as a tool for outreach.
The establishment of a Community Development District (CDD) for the Lakeside project was another significant item on the agenda. The CDD aims to facilitate planning, financing, and maintenance of community infrastructure, including sewer systems and recreational amenities, without placing the burden on the city. The council approved the ordinance, recognizing the benefits of reduced city involvement in maintaining roads and utilities, while ensuring that residents have a say in the CDD board’s decisions. The transition of the board to resident control was highlighted as a key feature, with elections set to occur no later than six years after 250 residents occupy the area.
In other developments, the council denied an ordinance amending the Land Development Code for mini warehouse and storage facilities, citing concerns over excessive regulations hindering development potential.
The council also addressed community concerns, including a code compliance issue presented by a resident seeking a variance for an 8-foot fence to protect her dogs. While the council expressed empathy for her situation, it clarified that variance requests must go through the Board of Adjustment. Discussions around potential code changes to allow taller fences highlighted the broader implications for neighborhood aesthetics and law enforcement challenges.
Additionally, the council deliberated on a conditional use permit for a private school, Christ Centered Academics, amid concerns about traffic and safety. Public comments both supported and opposed the school’s operations, with some emphasizing its role in serving students with special needs, while others raised serious safety issues. The council opted not to take immediate action.
A historical presentation on St. Cloud’s identity as a veterans’ town prompted discussions on revisiting its legacy and connection to veterans. This historical context was presented as a potential path for the city to strengthen its ties to its past and its veterans community.
