Board members engaged in a debate over the request, with some expressing apprehension about the consequences of outright denial, which might include the demolition of the property. They were also concerned about the lack of alternative plans from the applicant and the temporary nature of the proposed changes. A motion was made to continue the discussion to give the applicant another opportunity to present revised plans before the board. However, this motion was not seconded and thus failed.
In addition to the unresolved certificate request, the board reviewed the annual report submitted in November 2023. While discussing the report, which included sections on local legislation, board activities, designations, grant projects, and significant problems encountered over the past year, board members raised questions about the content, particularly the number of National Registry nominations reviewed and why specific addresses were included. Stephanie Streer, an associate planner of Community Development, facilitated the review due to the absence of the report’s author. The board proceeded to approve the meeting dates for 2024, with a recommendation to shift the summer break from July to August to better accommodate members’ travel schedules and family commitments.
The meeting also considered another certificate of appropriateness for a property on New York Avenue, which had been damaged by a vehicle collision. The applicant planned to rebuild the east elevation of the property, proposing alterations that included the installation of security shutters and concrete planters. After a discussion with the applicant, the board approved the proposal.
