She articulated the goal of creating a nurturing environment focused on learning through play, intending to foster social and emotional skills. The planned facility aims to accommodate 60 students across two buildings, supported by a staffing plan of one director and three teachers per building. Nicole highlighted plans for staggered scheduling to alleviate local traffic concerns, addressing existing congestion issues on Narcissus Road.
Public comments strongly supported the proposal, with Sharon Matthews, owner of Playful Scholars Academy, and Jennifer from Kitty Academy of Hunter Creek, both expressing approval. Matthews emphasized the demand for educational facilities offering alternatives to traditional public schooling, while Jennifer praised the applicant’s dedication to early childhood education. The applicant confirmed the intention to transition from open play sessions to a more structured preschool service, aligning with parents’ preferences for intimate learning environments.
Following the public comments, the commission considered the community’s support and voted on the resolution. The conditional use permit, including the staff-recommended conditions, was approved unanimously.
Another agenda item, the proposed Planned Unit Development (PUD) related to REA’s Edge, was tabled for future discussion. The applicant requested a continuation to further engage with the community, with the planning commission and city council set to revisit the matter in December 2025 and January 2026, respectively.
