St. Cloud School Board Advances Special Education and Employee Contracts in Comprehensive Meeting

The board was informed about the structured support model being piloted in three elementary schools to enhance instructional time in literacy and math, thereby improving academic performance for students with special needs. Furthermore, Mayer provided insights into the transition programs aimed at preparing students with Individualized Education Programs (IEPs) for the shift from early childhood to kindergarten.
Significantly, the board discussed the role of autism specialists in supporting programming and coaching teachers. These specialists conduct initial autism evaluations, which differ from medical diagnoses, as educational support requires demonstrated impact in communication, social interaction, or restrictive repetitive behaviors. Mayer addressed the complexities of autism spectrum diagnosis and educational eligibility, highlighting the district’s efforts to cater to these needs while navigating challenges related to eligibility determinations.
Turning to staff-related matters, the board approved numerous contracts and wage packages following extensive negotiations. Tracy Flendo, executive director of human resources, outlined agreements for various employee groups, including nutritional services, non-represented hourly and exempt employees, teachers, principals, and administrators. These contracts feature wage increases, enhanced insurance contributions, and other benefits aimed at ensuring fair compensation and support for district employees. For instance, the contract for the nutritional services group included a 2.25% increase in hourly wages and an increase in the district’s insurance contribution. Similarly, teachers under the St. Cloud Education Association will see a 2% increase in the salary schedule and an increase in the hourly teaching rate from $40 to $42.
In addition to employee contracts, the board also approved executive contracts for the coming school year. Superintendent Laurie Putnam presented recommendations that included a 2.5% salary increase for the executive team, alongside adjustments in insurance contributions and savings plan matches. These measures align with efforts to mitigate higher out-of-pocket health insurance costs for executive staff, with the total package cost reported at 5.71%.
The board also addressed the establishment of a newly organized bargaining unit, the St. Cloud Educational Support Professionals, which includes mental health professionals and chemical dependency counselors. Superintendent Putnam noted that bargaining would commence soon.
Further updates included plans for the Apollo project renovation, presented by architects from JLG, who shared drawings and construction phasing details for future board discussions. The finance audit committee reported on the FY27 budget, highlighting a projected state surplus and its potential impacts on district funding, while the policy and governance committee recommended updates to several policies, focusing on dynamic tracking systems for policy reviews.
