St. Francis School Board Faces Teacher Pay Challenges Amid Budget Cuts and Community Concerns

Rachel Johnson spoke to the board about the critical role educational assistants play, urging for their fair compensation as well. She emphasized that compensation is a statement of value and urged the board to collaborate with the community to seek solutions, like building support for a levy to ensure competitive pay.
The board also grappled with the intricacies of field trip approval processes, particularly the timing of submissions. A board member expressed frustration over after-the-fact approvals, questioning the need for board involvement if unanimous consent is typically expected. The conversation revealed a desire to streamline the policy, possibly granting the superintendent more latitude in approving urgent requests to prevent delays.
In response to concerns from the American Indian Education Parent Advisory Council (APAC), the board discussed a draft response to a letter of non-concurrence regarding programming for American Indian students. The superintendent emphasized the constructive potential of the feedback process, despite budget constraints impacting staffing decisions. The board expressed interest in exploring additional funding sources to meet APAC’s requests.
The elimination of a coach data coordinator position, with reassignment to an intake coordinator role at Crossroads East, was a part of these efforts. This reassignment aimed to optimize existing staff resources while accommodating the higher enrollment at Crossroads East.
The board also addressed the ongoing financial challenges, noting a projected loss of approximately $600,000 in compensatory education funds due to changes in state funding formulas and decreased kindergarten enrollment. As a result, the administration proposed reducing two full-time certified teacher positions. However, reassignment plans were developed to support educational services at alternative learning centers, with a focus on shared financial responsibility with other districts.
Further, the meeting touched on student discipline issues, with a board member expressing concern over repeat incidents and advocating for a consistent and rigorous approach to managing classroom behavior. The need for a review of the discipline policy was suggested to better protect staff and students from disruptive behavior.
Finally, the board discussed upcoming events and administrative matters, such as the planned pow-wow event and the Minnesota Indian Education Association conference. Proposed changes to the district’s brand style guide, including the reintroduction of the color red, were also mentioned, though some board members questioned the timing and relevance of such changes amidst pressing educational concerns.
