St. Paul City Council Moves Forward on Youth Wage Laws and Downtown Improvements
- Meeting Overview:
The St. Paul City Council meeting focused on significant legislative developments, including the adoption of ordinances that align local laws with state changes, discussions on youth employment and wage laws, and approval of plans for downtown improvements. The council also engaged in community events and updates.
A key topic of the meeting was the adoption of Ordinance 25-55, which aligns with recent state law changes. Councilmember Johnson expressed gratitude for the council’s focus on these issues, emphasizing the importance of discussing necessary amendments to ensure fair wages for youth.
Vice President Kim acknowledged Johnson’s comments and mentioned a previous intention to propose an amendment to remove a provision that allows employers to pay youth less during their initial employment period.
The meeting also addressed the future of downtown St. Paul through the public hearing on Resolution 25-193, which outlined the 2026 operating plan for the Comprehensive Downtown Improvement Special Service District. Joe Spencer from the Downtown Alliance provided insights during this hearing, expressing appreciation for the council’s support and highlighting progress in the initiative. Spencer mentioned a proposed 2.7% budget increase to accommodate inflation while considering property owners’ financial constraints. The collaboration with Metro Transit and additional funding for services, such as the presence of ambassadors at light rail stations, were emphasized as steps towards enhancing public safety and cleanliness.
Community residents, such as Michelle from Gallery Tower condo, also provided public testimony. She supported the downtown community efforts and underscored the importance of assessments contributing to community development. Michelle emphasized the positive interactions between residents and community ambassadors, fostering a sense of collaboration and optimism for continued growth in the downtown area.
Further, the council approved several ordinances and resolutions to align local governance with state regulations, including Ordinance 25-54, which amends responsibilities for the Department of Human Rights and Equal Economic Opportunity, and Ordinance 25-56, concerning record production processes. These ordinances were adopted without opposition.
Additionally, the council addressed a rezoning application from the Housing and Redevelopment Authority for property on Maryland Avenue. The proposal received support from the Zoning Committee and staff, with no public opposition, and was scheduled for a second reading.
The meeting also featured community engagement updates and event announcements. Council Vice President Kim highlighted the upcoming Solidarity Street Gallery event, transforming Penn Avenue into a street gallery featuring various artists. Other council members shared news of local events, such as a 50th anniversary celebration and a Halloween event at the Sun Ray Shopping Center, which aim to enhance community ties and participation.
