St. Paul Housing Authority Discusses Land Development Amid Transparency and Efficiency Concerns
- Meeting Overview:
The recent St. Paul Housing & Redevelopment Authority meeting focused on issues regarding land development, transparency in decision-making, and the challenges of property management.
A significant portion of the meeting was dedicated to the authority’s strategy for disposing of and developing over 200 city-owned parcels. The authority’s deputy director outlined the collaborative effort to identify parcels suitable for redevelopment. The authority holds a diverse array of parcels, ranging from small splinter parcels to those with potential for mixed-use development. Properties in various wards, such as a parcel on Selby Avenue in Ward 1 and a site on Robert Street South in Ward 2, were highlighted for their potential to contribute to the city’s growth.
When no active RFP exists, developers can propose projects directly, and if these meet the authority’s criteria, they are considered for approval. If an RFP is active, it takes precedence. This process was scrutinized, with concerns raised about delays caused by existing policies, particularly those prioritizing affordable housing. Some board members expressed frustration with the slow pace of development and the need for clearer guidance to align the authority’s actions with community needs.
Transparency in handling land development proposals emerged as a issue. Participants called for better communication regarding the criteria and processes for submitting proposals, as well as greater visibility of the parcels available for development. The authority’s staff reassured attendees of their commitment to providing comprehensive information about received proposals and their outcomes. They highlighted the existence of an online disposition policy, which outlines the proposal submission process.
Efforts to enhance communication with developers were discussed, particularly the need to keep developers informed about opportunities, even if their initial proposals were not selected. The board acknowledged the importance of nurturing relationships with developers, recognizing the potential for strong applications that align with community objectives.
The meeting also addressed the financial implications of holding and maintaining city-owned properties. It was noted that the authority spends approximately $1 million annually on holding costs, including security and maintenance for properties that do not generate tax revenue. This financial burden underscores the urgency of moving properties into productive use.
Additionally, the authority explored the possibility of using American Rescue Plan Act funds to upgrade parking facilities. An RFP has been issued to replace outdated equipment in downtown parking ramps, a decision driven by rising repair costs and the need for modernization. This initiative seeks to optimize the management of the authority’s significant parking assets, which comprise a third of downtown off-street parking spaces.
A member expressed support for proposals that do not strictly adhere to affordable housing requirements.
