It was highlighted that the obligation to pay 90% of the collected tax increment remained unchanged, and the project’s viability would not be affected. The adjustments were deemed necessary to reflect the actual financial landscape and prevent potential overspending, which could lead to scrutiny from state auditors. A similar amendment, Resolution 25-17-26, was applied to the Shepherd Davern Senior Rental Housing District, which involved a $160,000 increase in the interest budget following the same rationale.
Another topic was the temporary tax increment financing authority’s spending plan, authorized by the state legislature in 2021. The plan allows for obligated tax increments to be pooled and used for private development projects across the city. A total of $27,549,047 had been transferred to the spending plan account by the end of 2022, and the funds are earmarked for ten projects, including housing, infrastructure, and facilities for unsheltered populations. Notable projects include the Essex House with 221 units and the Harbor Line with 63 affordable units, alongside development projects such as the United Village and the Xcel Energy Service Center.
The commissioners also discussed amending and restating the spending plan to extend the deadline for spending funds to December 31, 2026, and increase total spending to $29,047, which includes $1.5 million from interest earnings. A commissioner raised concerns about the timelines for disbursing funds, noting that some projects faced cash flow challenges. The temporary TIF authority was noted as a unique opportunity to pool funds, allowing for a different approach to managing and allocating resources for affordable housing projects.
The meeting also featured the introduction of an emergency rental assistance and eviction prevention program.
