St. Paul Housing & Redevelopment Authority Expands Emergency Rental Assistance Amid Growing Community Needs

The program, introduced in May, has already seen substantial engagement, with numerous organizations utilizing the funds for marketing, events, beautification, and business support initiatives. Senior Project Manager Annie Byrne outlined that marketing and promotions received the most funding, surpassing $400,000, which is being used for activities such as corridor branding and social media campaigns. Byrne highlighted a variety of community events being organized, including neighborhood clean-ups and public art projects, aimed at revitalizing the areas and supporting local businesses.
The program’s focus on immediate funding disbursement was particularly praised. A commissioner highlighted the advantage of upfront payments in circumventing reimbursement delays, especially beneficial given the ongoing infrastructure changes impacting several corridors.
Another focal point was the discussion on HRA-owned land development. Director Newton emphasized the importance of commissioners articulating their priorities to facilitate effective development across various city wards. Daniella Lorenz, the principal project manager, provided an overview of HRA-owned properties, noting that while Ward 3 has no such properties, efforts are in place to dispose of remaining Neighborhood Stabilization Program properties due to HUD deadlines. Several development projects were highlighted, including affordable housing initiatives aimed at low-income buyers.
Concerns about properties remaining undeveloped after being sold were also raised, with suggestions to implement clear timelines and expectations for developers to prevent lots from staying vacant. The dialogue acknowledged the potential for community revitalization through strategic development of these parcels, with a call for enhanced communication among commissioners and community partners to maximize opportunities.
In addition to these discussions, the meeting addressed the supportive housing budget allocation, with $880,000 earmarked for a supportive housing Request for Proposals (RFP). Proposals from various organizations were reviewed, with a focus on emergency prevention and shelter operations. The authority was urged to provide feedback on whether to adhere to the original intent of the supportive housing allocation or consider alternative proposals. The urgency of clarifying the intended use of funds was highlighted, with a consensus on the need for transparency in budget allocations to ensure alignment with statutory requirements.
