St. Paul Launches New Funding Initiative to Revitalize Commercial Corridors

A concern raised was the potential complexity in managing construction impacts on businesses, a common challenge in corridor development. The program’s thrust is to offer support without directly compensating businesses for lost revenue, which could lead to perceived favoritism.
The meeting also touched on the timeline for the release of a Request for Proposals (RFP), with applications set to open on April 1 and close on June 1. Proposals will be accepted on a rolling basis, and funding is expected to be disbursed following a three-month project scoping, contract finalization, and funding process. The initiative emphasizes quarterly check-ins with organizations to track outcomes, progress, and challenges.
Discussions about the funding cycle revealed a preference for a calendar year approach, which would minimize gaps between project completion and new funding allocations. Suggestions included allowing organizations to apply for the upcoming year’s funding well before the fiscal year’s end, thereby facilitating continuous project support.
The broader economic development strategy was also discussed, with an emphasis on tackling citywide challenges like housing, property tax revenue, and retail leakage.
Concerns about project continuity and the potential for funding delays affecting seasonal project execution were discussed, alongside the need for a streamlined funding disbursement process. The possibility of providing upfront funds was considered to help organizations initiate projects without the burden of initial costs.
In other discussions, the board approved several resolutions including partial loan forgiveness for the Commerce Building projects, an amendment to the affordability requirements for the Inspiring Communities program, and guidelines for an emergency rental assistance and eviction prevention program. Each resolution passed unanimously.
The meeting concluded with discussions on the Neighborhood STAR program and the importance of equitable investment across city neighborhoods. Concerns were raised about underutilized funds and the potential for establishing new businesses in vacant spaces to enhance local engagement and the tax base.
