St. Paul Park City Council Approves Geneva Meadows Final Plat Amid Residents’ Concerns
- Meeting Overview:
In a recent meeting, the St. Paul Park City Council approved the final plat for the Geneva Meadows subdivision, a 61-lot single-family development, after discussions on compliance, financial guarantees, and residents’ concerns about local infrastructure and safety. The council’s decision was framed by legal requirements to ensure adherence to preliminary plat approvals and city ordinances.
The Geneva Meadows project, located at the southern end of Lincoln and Ashland Avenues, was the focal point of the meeting. Nate Sparks from WSB presented the final plat, emphasizing the extension of Summit Avenue and a new right-of-way that could connect to Cottage Grove’s Geneva Avenue. Sparks explained that the council’s role was to ensure the final plat adhered to previously approved conditions, a standard procedure in the development process. The developer had proactively begun site work with a grading permit, ahead of the final plat approval.
These measures aim to enhance access to future parks and ensure compliance with city standards. A development agreement, including a letter of credit worth over four million dollars, serves as a financial guarantee.
The meeting also illuminated a joint powers agreement (JPA) with Cottage Grove. This agreement highlights inter-municipal cooperation, though it remains subject to minor wording adjustments.
Public comments were a part of the meeting, with residents voicing concerns about the development’s impact on infrastructure and safety. Larry Krener, a resident adjacent to the project, expressed anxiety over access issues, particularly during winter when southern exits become nearly impassable. He highlighted the practical challenges posed by such changes, emphasizing the need for reliable access routes.
Another resident raised issues regarding the lack of street maintenance on Lincoln Avenue, pointing out the accumulation of dust and debris. Additionally, safety concerns were raised about a steep drop-off next to Geneva Road lacking adequate safety fencing, posing risks to drivers.
Greg Wilart, another community member, highlighted financial concerns, referencing prior assessments for road maintenance and apprehensions about future assessments due to construction traffic. These financial implications underscore the broader community impact of the development.
Kevin Jansen raised safety issues at the intersection of Lincoln Avenue and 18th Street, advocating for traffic control measures to prevent accidents, especially during adverse weather conditions. His inquiry into the ongoing construction by XL Energy shed light on the need for clarity regarding the duration and impact of such projects.
In response, council members acknowledged these concerns, emphasizing the importance of public input and the need for effective communication. The timing of the public comments, occurring at the final approval stage, was noted as less than ideal, highlighting a disconnect between resident concerns and the development process.
The council also addressed ongoing disruptions from Excel Energy projects. Efforts to establish better communication channels with Excel Energy’s representatives were acknowledged, with a commitment to restoring impacted areas.
Finally, the council addressed reports from various commissions and highlighted upcoming community events. The meeting concluded with unanimous approval of the Geneva Meadows final plat and the associated development agreement.
