One item on the agenda was the initiation of the sale of $7,650,000 in general obligation bonds to fund multiple infrastructure projects. Shannon Sweeney from David Drown Associates presented the details of the bond issue, emphasizing the efficiency and potential cost savings of issuing the bonds together. The funds will be allocated for street and utility reconstruction, including a fire truck and HVAC systems for the community center. Sweeney noted that this approach could save the city between $20,000 and $330,000. Additionally, the bond issue uniquely included financing for electrical equipment, which typically does not qualify for such bonds but met statutory definitions in this case, allowing for more cost-effective borrowing.
The council also discussed the financial specifics, including the prepayment of debt and interest rates. It was decided that no principal prepayment would be made until February 1, 2032, to avoid the higher costs associated with shorter prepayment durations. A resolution for the competitive negotiated sale of the bonds was put forth and approved.
In addition to the bond discussion, the council unanimously approved a resolution to issue a general obligation capital note not exceeding $2,750,000. This note is intended to finance various critical city projects, further strengthening the city’s infrastructure plans.
Another major topic was the decertification of Tax Increment Financing (TIF) District 1-17. Sweeney explained that this district, established to support redevelopment at the Jefferson Avenue and US 169 intersection, had fulfilled its purpose. With all obligations paid off, the council aimed to decertify the district, thereby returning the associated tax base to the general fund. This resolution passed without objections.
The council also addressed the creation of a new TIF district, number 1-27, associated with a proposed mixed-use building by BRM Holdings. The development is planned for the old library lot on West Nassau and includes 3,214 square feet of commercial space on the ground level. The developer requested tax increment assistance due to specific income restrictions tied to the housing tax increment financing district. The council scheduled a public hearing for October 14 to gather public comments on the new TIF district.
Following the TIF discussions, the council reviewed and approved a preliminary plat for an expansion of the Veterinary Pharmaceutical Solutions building in the North Industrial Park Subdivision. This expansion is expected to increase property valuation by approximately $1 million and create ten new jobs.
A registered land survey for a property on Winona Street was also approved, addressing a narrow residential lot that had been difficult to sell. The owners sought to revert the property to a wider lot to facilitate a sale, a move recommended by the Planning Commission and approved unanimously by the council.
The council then considered the community center chiller replacement project. The current chiller, in place for over 20 years, was deemed inefficient and beyond repair due to the unavailability of parts and changes in EPA refrigerant regulations. The replacement project, estimated to take around 30 weeks, was approved with a budget of $275,000.
The meeting also included the approval of new licenses for Chuck Day’s Flame Bar and United Fuels Midwest, both cleared through necessary background investigations. These approvals were granted unanimously.
In reports, the mayor expressed gratitude to the fair board and volunteers for organizing the Nicollet County Fair. A council member provided an update on the Coalition of Greater Minnesota Cities conference, discussing EMS policies and housing.
Finally, the council moved into a closed session to discuss property matters on West Nassau, leading to the approval of a purchase and development agreement for the site. The property, previously known as the Lumis building and old library site, is set to be developed into a three-story building with commercial space and residential units.
