St. Peter City Council Approves Significant Donations to Local Schools
- Meeting Overview:
The recent St. Peter City Council meeting was marked by the approval of substantial donations to local schools, the hiring of a new middle school principal, and discussions on upcoming summer educational programs. The council also addressed agreements critical to school safety and cultural support, along with updates on ongoing construction projects and policy revisions.
One of the most notable developments during the meeting was the acceptance of two notable donations. The estate of Frank Fredland contributed $32,372 to support athletic programs at St. Peter High School. The Natalia Lopez and Larry Taylor Educational Scholarship Trust donated $22,651.65, earmarked for first-generation college students or those from disadvantaged backgrounds. The council expressed gratitude for these contributions. After a motion to accept these donations, the council voted unanimously to approve them.
In another major agenda item, the council confirmed the hiring of Jessica Butel as the new middle school principal. Butel’s appointment followed a comprehensive search process that concluded on May 6. Her extensive experience in middle school education, including roles as a special education teacher and assistant principal, was highlighted. Council members expressed optimism about the positive impact Butel is expected to have in her new role. The motion to approve her hiring was passed without opposition.
The meeting also featured the introduction of Ethan Harbittz, a ninth-grade student celebrated for his accomplishments in meteorology. Harbittz captivated the council with his presentation on weather forecasting, a passion he has pursued since the age of eight. He discussed his use of various weather models and algorithms to provide accurate forecasts to roughly 400 people in St. Peter and surrounding areas. Harbittz’s dedication to meteorology, coupled with his academic pursuits, led to inquiries from the council regarding his future career aspirations, to which he expressed interest in joining the National Weather Service or exploring media meteorology.
In discussions concerning school safety and cultural support, the council approved a two-year agreement with the city for the school resource officer (SRO) program. A clarification was made regarding the SRO’s access to student information, allowing access only when there is a “legitimate educational interest.” The council confirmed that the city would cover 70% of the program’s costs, with the SRO dedicating about 62% of their time to the role. The agreement was unanimously approved, emphasizing the importance of the SRO’s relationship with students and its lasting value beyond graduation.
Additionally, the council approved an agreement for the school cultural liaison program, which aims to provide resources for assisting families and youth with activities such as registration for swimming lessons and navigating city transit. A review of the financial aspects of the agreement was recommended after the first year, with the point of contact shifting from the police department to the city administrator. The motion to approve the cultural liaison program was successfully passed.
The meeting also addressed summer educational programs, notably the Read and Feed program’s return, offering free breakfast and lunch to children. This program will operate from June 4th to August 15th, providing reading materials and games in a supervised setting, with transportation available at designated locations. The Stars Academy targeted services program for grades K-8 at North Elementary will run from July 7th to July 31st, offering four days of activities each week. Special education programs will also be available.
In construction updates, the council discussed ongoing projects, including the installation of footings for a large chiller adjacent to the pool, necessary for building service. The council also reviewed change orders for ongoing construction projects, with an emphasis on timely authorization to maintain project schedules. Two urgent change orders were highlighted, involving upgrades to the district office and state plan review processes.
Policy revisions were another focal point, with amendments to policy 409 regarding employee publications and inventions. The proposed changes included necessary clarifications and grammatical corrections, which the council approved without opposition. Revisions to the field trip policy aimed to streamline the approval process, and discussions highlighted the need for clear language to define extended trips.
Concerns were raised about potential impacts of pension reforms on teacher retirements, prompting discussions about the implications for staffing dynamics.
