St. Peter City Council: City Hall Solar Array to Receive 70% Funding from State Grant

In financial matters, the council agreed to extend the revolving loan balloon payment for the St. Peter Food Co-op. This decision comes as the co-op seeks to avoid a large payout due in December. The Economic Development Authority had previously recommended approval. The council showed consensus on this extension, although one member abstained due to a conflict of interest related to their position within the co-op.
The council also reviewed the renewal of a longstanding safety contract with the Minnesota Municipal Utilities Association (MMUA), which has been instrumental in reducing workplace injuries over its 25-year tenure. The contract renewal passed without debate, underscoring its perceived value within the community.
Discussion moved to infrastructure projects, such as the closeout of the Pine Street project. The final cost of approximately $1,215,960 was reported after necessary adjustments for unexpected rock removal. Similarly, the South Front Street substation project was presented for closeout, showing cost savings with a final expenditure of $226,738.60, under the original bid of $232,900. Both projects were approved for final payments, signaling their successful completion.
The council also addressed the Traverse Green apartments development, approving an amendment to the tax increment financing agreement. This amendment shifts the construction timeline from 2025 to 2026, reflecting ongoing progress in the project. The council approved the resolution to amend the development agreement, assuring that the developers are still committed to their plans.
Further updates were provided on municipal power and economic development initiatives. Reports from the Southern Minnesota Municipal Power Agency highlighted stable power rates for the coming year, despite uncertainties in renewable energy projects. City Administrator Perry provided updates on the debt issuance for the new City Hall, with the issuance netting $9.12 million at a favorable interest rate of 4.46%. This outcome leads to an annual debt service reduction, attributed to diligent city efforts and improved credit ratings.
