Stormwater Committee Gains New Member Amid Shutesbury Conservation Commission Meeting

During the meeting, the selection of a representative for the newly formed Stormwater Mitigation and Implementation Committee was a primary focus. A member proposed Bob, citing his previous involvement with the stormwater task force as a strong qualification for the role. Although Bob was not present, his willingness to serve was confirmed, and the members expressed unanimous support through a roll call vote. This appointment was seen as a continuation of efforts from the previous stormwater task force, with Bob expected to collaborate with Jennifer Wallace, who leads the committee.
The meeting also delved into a contentious forestry project planned for Cornwell Road. Concerns were raised about the absence of a cutting plan for review and the potential impacts on streams and wetlands. Residents near the area expressed apprehension about the environmental implications, especially regarding the use of large machinery and its potential effects on the local ecology. The Commission noted that typically they have ten days to comment on such plans, but this project seemed to bypass the usual review process. They discussed the responsibilities involved in marking wetlands and emphasized the importance of understanding wetland boundaries in relation to forestry operations. The Commission sought clarity from the Department of Conservation and Recreation (DCR), specifically from Richard McCann, the DCR forester, and his supervisor, Ken Canfield, to address these concerns.
In addition to forestry issues, the meeting tackled changes in land management policies. A community member, with 50 years of residency, voiced concerns about shifts in the Commission’s approach, particularly regarding restrictions on heavy machinery operations, protection of old trees, and work near private property boundaries. Although the Commission member acknowledged the need for clarity, they assured the community member of efforts to obtain more information on the policy changes.
Another topic was the review and approval of the certificate of compliance for the Department of Conservation and Recreation’s Camel Brook Bridge repair project. Jeff, representing the department, was present to answer questions. It was noted that the bridge construction had been completed according to the order of conditions, with adequate erosion control measures in place. The bridge was described positively by the members, who expressed satisfaction with its sturdiness and the implemented guardrail. Consequently, the Commission voted to issue the certificate of compliance, agreeing to mail it to Jeff for recording at the Franklin County registry.
The meeting also reviewed a letter from National Grid regarding maintenance activities on Monu Road. The letter outlined a state exemption for utility maintenance, allowing for replacement and repair of existing structures without additional permits. One member sought clarification on the location of a new pole, given ongoing discussions about pole placements on Prat Corner Road. It was confirmed that the new pole would be installed in the same location or slightly shifted, thus qualifying for the exemption. The Commission reached a consensus that no permit application was necessary for the work on Monu Road.
As the meeting concluded, unanticipated business was briefly addressed, including a member’s upcoming absence due to a concert, and plans for resuming twice-monthly meetings starting in April were discussed before adjourning.
