Modifications to a roundabout at Joan Jefferson Way were also discussed to minimize short-circuiting issues and improve traffic flow by introducing a curb to guide vehicles more effectively into the circle. Pedestrian safety was a concern, especially along Dixie Highway. Suggestions were made to incorporate bulb outs at crosswalks to improve pedestrian visibility, although the feasibility of implementing these was questioned in areas with numerous driveways.
The potential changes in parking regulations related to the Florida East Coast (FEC) railway line were also discussed, noting that the current parking situation would not change as FEC had not approved any modifications. There was a mention of a 25-foot safety clearance required from the tracks, affecting on-street parking arrangements. A member expressed concerns about overall traffic calming measures. There were also calls for new street trees that provide shade, with a preference for species that grow upright, like elms or oaks.
Further inquiries were made regarding the possibility of reducing the width of driveways to improve pedestrian visibility and safety. Questions arose about the intersection near Colorado Avenue, where previous proposals to modify the three-way intersection had been taken off the table due to lack of community support. This led to further discussion of the roundabout at Sailfish Circle and Joan Jefferson Way, with concerns about potential accidents at this location if adjustments are not made.
In addition to streetscape improvements, the meeting included a detailed presentation on the proposed fiscal year 2025 budget, focusing on contributions from both the city and the county. The current taxable value for the city stands at $883 million, with an increment of $584 million over the original base value of $299 million established when the CRA was formed. The proposed millage rate for the city is 5.0, translating into a contribution of approximately $2.7 million from the general funds. The county’s contribution to the CRA is projected to be $3.5 million, resulting in a total TIF contribution amounting to $6.3 million for the upcoming fiscal year.
Key projects highlighted in the budget discussion included the downtown undergrounding initiative, which aims to improve both the aesthetics and safety of the downtown area by burying overhead utilities. This project, which has been in development since 2019, is designed to enhance reliability and safety, preserving the historic character of the downtown. The budget allocated for this project is set at $4 million, along with a separate budget of $1.2 million for streetscape improvements on Seminole Street. Other significant projects discussed include the Project Lift job training center, Guy Davis Park’s construction, the Dixie Highway improvements, and the Martin Luther King Jr. Boulevard complete street project.
Concerns were expressed by board members regarding the various projects, including dissatisfaction from the East Stuart community about their involvement in these projects. There were mixed feelings about the project’s design elements, such as the transition from angled to parallel parking. Discussions included the need for community outreach to further engage residents in these ongoing projects, particularly about proposed surface parking lots and the use of pavers.
The meeting also saw a discussion on a property owned by the city that is undergoing redevelopment as part of “Project Lift.” Concerns were raised about potential environmental issues related to the property, referencing past experiences with the triangle property, which had incurred financial losses due to contamination concerns that ultimately proved unfounded. A motion was made to approve the project, which was seconded and passed with a roll call vote.
Additionally, the CRA program manager presented an initiative aimed at enhancing community character through the traffic box art program. This program seeks to install vinyl photographs on 13 traffic control boxes throughout the city, transforming them into artistic representations of the city’s natural beauty. The project, included in the 2024 budget with an allocation of $25,000, aims to beautify the CRA corridors and promote public art.
