Stuart CRA Approves Grants for Property Improvements and Mural Project Amid Calls for Local Artist Inclusion

The approved applications included Avonlea Commerce Center’s request for funds to improve exterior painting and signage, Gary Law Building’s parking lot restoration, Geiger Downtown LLC’s facade enhancements, Kaiser Dermatology’s landscaping and parking improvements, and Owl House Properties’ window replacements and parking upgrades. The total grant match amount qualifying for these improvements reached $42,830.
The meeting also spotlighted the mural project planned for Flagler Park, which sparked a discussion about artist selection. The mural, celebrating Stuart’s maritime identity and cultural history, was designed by an artist chosen through a Request for Proposals (RFP) process conducted by Stuart Main Street. The project has a total estimated cost of $18,450, with the CRA contributing a matching grant of up to $3,000. The board’s approval of the financial component was secured after a detailed examination of the mural’s artistic elements and the artist selection criteria.
A notable point of contention was the lack of priority given to local artists in the selection process. Despite a robust outreach effort yielding twelve applicants, none were local, prompting calls from board members for future projects to emphasize local talent. One board member expressed a desire to “utilize local artists, not so much just here, but in Martin County,” a sentiment echoed by others who valued local representation in public art endeavors. The executive director of Stuart Main Street clarified that while locality was not prioritized, the chosen artist was experienced with large-scale murals and familiar with the area.
Further discussions ensued about the practical aspects of the mural’s implementation, such as site preparation and potential enhancements to prevent issues like grass overgrowth. The idea of revisiting a previously proposed “I love Stuart” sign in Flagler Park was also raised.
