Sunderland Select Board Advances Police Academy Training and Approves Key Agreements
- Meeting Overview:
During the recent Sunderland Select Board meeting, members approved the provisional appointment of a new full-time police officer, Matthew Mannheim. Additionally, the board approved a Memorandum of Agreement with the Sunderland Police Officers Association related to the jail diversion program grant, which extends until June 30, 2026. Discussions also included the authorization of licenses and updates on various town initiatives.
The appointment of Matthew Mannheim as a full-time police officer was a focal point of the meeting. The Chief presented Mannheim’s qualifications. The decision to send Mannheim to the police academy, beginning March 2, marks a shift from the town’s usual practice of promoting from part-time positions. The financial commitment involved was discussed, with the board agreeing to cover approximately $6,000 in academy-related costs, including tuition and uniforms.
The board deliberated on a proposed contractual agreement that would ensure Mannheim remains with the Sunderland police department for a specified period post-training. This contract would also include conditions for reimbursement if Mannheim leaves before fulfilling the agreed duration. The board agreed on a starting pay rate of $24.82 per hour for Mannheim, based on the town’s police union contract. His appointment was formalized with a motion that outlined his employment terms, which was seconded and passed unanimously.
Another topic was the approval of a Memorandum of Agreement (MOA) with the Sunderland Police Officers Association regarding the jail diversion program grant. The board discussed updating pay rates for officers involved in the program, which has been operational for several years. The MOA, valid until June 30, 2026, was approved without dissent.
In addition to these developments, the board authorized signatory rights for the Franklin Regional Council of Governments highway bid documents, enabling the Highway Superintendent to manage these regional agreements. The motion for this authorization was unanimously approved.
The review and approval of various licenses were also on the agenda. The board considered a comprehensive list of alcohol and non-alcohol common victualer licenses. While most licenses were approved collectively, two specific licenses for Bub’s Barbecue and the O’s were contingent on the fulfillment of all fees, taxes, and necessary insurance paperwork. This motion also passed unanimously.
During the discussion of old business, the board reviewed the response to tours of the proposed South County Senior Center on Ammeris Road. Members described the facility as having ample space and in good condition, with areas designated for exercise and other activities. Public forums are planned for January to provide additional information about the center, although specific dates were not available at the meeting.
The board also received updates on the four-year budget and capital request submissions from major departments. While most departments are on track, no timeline for the Select Board’s review was provided. In other updates, there was mention of a kickoff meeting for joint services involving multiple towns, with optimism expressed about potential collaboration.
The town administrator shared updates on the ongoing lawsuit between Dollar General and the town, which will be discussed in a future executive session. Information on ABCC activities was also provided, with communication regarding hearings anticipated.
In the correspondence section, an issue was raised regarding non-functional street lighting at the end of Swampfield Road. The board agreed to refer the matter to the highway superintendent for further investigation.
