T-Mobile Antenna Relocation Approved Amid Visibility Concerns at Parsippany-Troy Hills Zoning Meeting
- Meeting Overview:
In the recent meeting of the Parsippany-Troy Hills Zoning Board, the relocation of T-Mobile’s antennas to 1280 Route 46 garnered attention. After deliberation, the board approved the relocation plan, addressing community visibility concerns. The meeting also examined multiple applications for property variances and issues of impervious coverage.
The application by T-Mobile to relocate its wireless facility antennas was a focal point of the meeting. Initially, the antennas were positioned at the northwest corner of the building, adjacent to a residential area, raising visibility concerns. In response, T-Mobile representatives proposed two alternative placements to mitigate these issues. Option A, which was ultimately favored, situated the antennas closer to Route 46, thereby reducing their visibility from nearby residences. This option also avoided the complications of increased antenna height and the need for a cell tower structure on the roof, which Option B would have required.
The board’s approval of T-Mobile’s application was contingent upon the submission of a complete survey from Morgan Surveying, addressing the building’s non-conformance regarding height.
Another discussion revolved around the application from Marie M’s and Elizabeth Carfioli for a C variance to legalize pavers, a patio, and walkways on Rainbow Trail, which previously contravened zoning regulations. The applicants successfully argued that stormwater management was not needed for their improvements, as they predated certain township regulations. This application was approved without opposition, allowing the applicants to proceed with obtaining necessary permits.
The meeting also addressed the case of Linda Curio, who sought to legalize modifications on her property on Canton Road. Curio’s application highlighted improvements made to accommodate her disabled husband, including a plastic shed and a concrete driveway. She argued that these modifications were crucial for safety and storage, though they resulted in zoning violations. The board expressed concern over the property’s total coverage and drainage issues, leading to a discussion that underscored the need for compliance with zoning laws, even in cases where personal circumstances are compelling.
Additionally, the board considered the application by Jason and Violeta Copek for modifications on Lawrence Road. Their proposal to replace an elevated deck with a patio was approved, contingent upon the submission of a stormwater management plan. The Copeks’ application highlighted challenges in complying with zoning regulations due to the unique shape of their lot, a situation previously addressed with variances.
