Public comments, including those from Cindy Trapani and commissioners, echoed the need for meaningful public involvement. They advocated for a focus group approach similar to past successful efforts, to ensure that property owners and residents are involved in shaping the master plan. Suggestions included potential zoning changes to foster mixed-use developments, the feasibility of a parking garage, and the incorporation of a boutique hotel within the CRA.
Attention then turned to the development potential of the Forbes Lot, a property acquired by the city through lien foreclosure and sold to the CRA in 2012 to facilitate redevelopment. Despite several RFPs over the years, no proposals have successfully led to development. Challenges cited included unfavorable market conditions exacerbated by the COVID-19 pandemic. The lot currently serves as an event space for community activities like First Fridays.
Commissioners and community members debated whether to issue a new RFP for the Forbes Lot, with some suggesting an “industry day” to engage potential developers. Public comments revealed strong support for transforming the vacant space into a dynamic hub that enhances downtown Tarpon Springs. Suggestions included mixed-use spaces with retail, dining, and residential options, aligning with the city’s comprehensive plan focused on smart growth and infill development.
Simultaneously, a debate arose regarding the potential implementation of a shuttle service in Tarpon Springs. The City Manager presented options, including the possibility of utilizing an existing contract from Dunedin. Concerns about the timing of the tourist season and the financial implications were raised, with Commissioner Banther expressing caution about moving forward. In contrast, Commissioner Eisner argued for the shuttle’s potential to stimulate local business, given the economic pressures faced by storefronts following recent hurricanes.
The meeting further addressed a proposed food truck ordinance amendment, introduced by Planning and Zoning Director Renee Vincent. The proposal would allow food trucks to operate more freely in non-residential areas, addressing past restrictions that limited operations to trucks owned by establishments. Public comments supported the change, emphasizing the potential for food trucks to draw younger demographics and invigorate the local economy.
In addition to these topics, discussions also touched on community concerns regarding police presence during a Christmas event, the relocation of public art pieces, and amendments to neighborhood conservation overlays.
