Chuck Stewart, representing the school, addressed the board’s concerns by explaining efforts to improve visibility and access, such as using temporary flags and installing a playground adjacent to the building. However, he admitted that they had not consulted with the Department of Transportation (DOT) about the traffic flow. Public comments included support from residents like retired educator Elaine K., who emphasized the school’s educational mission. Nevertheless, board members remained cautious, proposing conditions that would require further approval if bus services are introduced in the future.
The meeting also tackled another significant agenda item: the approval of a Chipotle restaurant within the Mir’s Crossing special area plan. Staff presented a proposal for the restaurant, including its design and operational plans, which aim to align with the area’s redevelopment goals. The Chipotle, set to be the third of its kind in Pinellas County, will feature a mobile pickup lane and outdoor dining areas. The board scrutinized elements such as pedestrian safety and landscaping, with the proposal adhering to all current regulations without seeking variances.
Concerns arose about the proximity of outdoor seating to parking spaces, leading to discussions about protective measures to prevent vehicle encroachment. The board suggested the addition of bollards to enhance safety. Lighting and dumpster location were also topics of discussion, with assurances that measures were in place to minimize disturbances to nearby residents.
Attention then shifted to a contentious zoning change proposal from Industrial Planned Development (IPD) to Industrial Restricted (IR) for a property north of the river along Anclote Road. The property, owned by Tom Scanell, has remained undeveloped for over 20 years. The applicant’s representative argued that the current zoning lacked clarity and hindered development opportunities. Board members expressed environmental concerns, particularly related to wetlands and potential flooding.
The board deliberated on the implications of the proposed zoning change, with staff recommending denial due to concerns about compatibility and the preservation of industrial land.
