Taunton School Committee Approves $140M Budget and Superintendent’s Contract Extension Amid Financial Strategies
- Meeting Overview:
The Taunton School Committee held a recent meeting where they approved a balanced budget for fiscal year 2027, extended the superintendent’s contract for four more years, and addressed several financial and operational matters, including special education expenses and facility usage fees.
The most notable development from the meeting was the approval of the fiscal year 2027 budget, which was presented by Superintendent John J. Cabral. The budget maintains current service levels without any cuts or layoffs. The Committee requested a $135,231,820 appropriation from the city to cover the proposed expenditures totaling $140,277,587. This balanced budget was achieved without altering expected revenue from Chapter 70 funding, which saw an increase of $4.175 million from the governor’s initial proposal, unchanged through subsequent legislative discussions. Superintendent Cabral emphasized that the budget will maintain the minimum net school spending requirements while also addressing necessary rehabilitation for two Hamilton Street facilities.
The budget discussions included clarification on several funding mechanisms such as circuit breaker reimbursements, which are anticipated to be between $7.5 million and $8 million, covering approximately 75% of eligible costs. Dr. Gregory DeMelo inquired about the specifics of these financial projections, including transportation and meal reimbursements, with Superintendent Cabral confirming that all students would continue to receive free meals, supported by federal and state funds. The budget was unanimously adopted following these discussions.
Another notable decision was the extension of Superintendent Cabral’s contract. The Committee reconvened in an open session after an executive discussion on collective bargaining and personnel contracts. The superintendent’s contract was extended for four years, with an annual salary increase of 3% and additional provisions for educational stipends for classes taken. This decision was passed with a six to one vote.
Beyond the budget and personnel decisions, the Committee reviewed facility usage agreements, including an arrangement for the Voices Unheard Ensemble to use the Taunton High School auditorium in August 2026. The organization will incur rental fees, and staff such as custodians and facility managers will oversee the event. This motion passed unanimously.
Financial management continued to be a focal point, with the Committee awarding bids for cafeteria supplies and services. Thirsten Foods was selected for grocery supplies at $7,195.80, and WB Mason for paper supplies at a unit cost of $74.14. Maintenance and repair services for food service equipment were awarded to Jenko Sales and Service, with labor costs set at $127.50 per hour. All these bids were approved unanimously, reflecting strategic procurement practices within the district.
The meeting also addressed special education expenses, with a reported assessment of $76,915.84 as of March. While the budget had a surplus of $380,943 to cover these costs, the Committee approved a March bill of $13,539.
Bills payable amounted to $2,285,993.91, with discussions on specific charges such as $56,459.32 from Banner Environmental for chalkboard removal, tied to future facility preparations. Another charge of $16,500 from Endeott College for dual enrollment courses was also discussed, highlighting the district’s investment in student educational opportunities. The allocation of these charges was carefully scrutinized, with some amounts reallocated to the regular budget to maintain transparency and fiscal responsibility.
Additionally, the superintendent reported on the district’s achievements, including Taunton High School’s second early college designation with UMass Dartmouth and the successful rollout of free pre-kindergarten for four-year-olds. The early college program has already saved families approximately $415,000 in tuition and fees, with projected savings reaching $1.5 million.
