In a recent Temple Terrace City Council meeting, the council approved the addition of a new full-time Utility Billing manager position to the fiscal year 24 budget. Adding to the fiscal responsibilities addressed in the meeting, adjustments to the fiscal year 2024 budget were adopted, reflecting unexpected expenditures and matching revenues from unbudgeted fixed asset sales across diverse funds including the water and sewer utilities fund, general fund, and community investment tax fund. These adjustments passed without debate.
The meeting also saw some debate regarding the Riverwatch task force’s vision, mission statement, and goals and objectives for the coming fiscal year. The task force, represented by Mr. Lewis, sought to address environmental concerns such as drought conditions and invasive Brazilian Pepper Tree management in the West River Preserve. However, due to the presentation not being listed on the agenda, the council refrained from taking action. Subsequent discussions questioned the broadened scope of the task force and the use of the term “Watershed” in its mission statement, prompting suggestions for a workshop to further define the task force’s role in accordance with the council’s expectations.
Another topic was the Davis Road Project, which faced a postponement in its rezoning discussion due to the applicant’s inability to provide necessary information in time. The council opted to continue the hearing date, with a tentative aim for the May 21st meeting, though a preference was expressed for June 1st to accommodate council member availability.
The council also touched upon a grant from the Florida League of Mayors to partially fund a centennial mural, with one council member expressing gratitude for the assistance in preparing the grant packet while also highlighting their role on the board of the Sun Coast League of Cities.
In addition to these key items, the council addressed a range of other business. An approval was granted for the purchase of a CD225M dry Prime diesel pump with a sound attenuated enclosure to be used in emergency situations at lift stations, with minimal discussion. A resolution adopting revised site plans and building elevations for a retail office structure was also passed. Although the structure’s modifications sparked a debate due to deviations from the approved elevation plans, the council discussed potential solutions to ensure that the building adhered to the original design.
Public concerns were raised about the lack of park space in certain areas, including the recently annexed Pleasant Terrace area and near the end of 127th street. The community’s need for additional recreational areas was emphasized.
The event, which involves a 30-35 mile ride, is supported by partnerships with the Center for Urban Transportation Research at USF and the Florida Department of Transportation.
Furthermore, the council proclaimed April 21st through 27th as National Crime Victims Rights Week, recognizing the services provided by the Hillsburg County Victims Assistance Program to families affected by crime. Similarly, Law Day was spotlighted, underscoring the importance of law and democratic participation, particularly in light of the upcoming 2024 presidential election. The City Attorney and Deputy City Attorney received commendations for their legal services to the city.
