Temple Terrace City Council Approves Speed Humps to Address Traffic Safety Concerns
- Meeting Overview:
The Temple Terrace City Council meeting focused on public safety and infrastructure improvements, notably approving the installation of speed humps on 62nd Street and Shirley Drive to address community concerns about excessive speeding. Additionally, updates were provided on the comprehensive plan process, household hazardous waste disposal, and a water main replacement project, among other agenda items.
Addressing a long-standing concern about speeding vehicles, the Temple Terrace City Council approved resolutions for the installation of speed humps on both 62nd Street and Shirley Drive. Traffic studies confirmed that speeds on these streets frequently exceeded the posted limits, prompting resident petitions for traffic calming measures. The studies showed the 85th percentile of speeds was more than 10 mph over the limit. On 62nd Street, the council approved the installation of three speed humps, strategically placed near a playground and the northern section near Fowler Avenue. The decision followed a comprehensive evaluation of neighborhood support and adherence to the city’s speedometer policy.
The installation of speed humps on Shirley Drive was also approved, with two humps planned between Rainbow Drive and Ridgeway Road. Residents voiced strong support during the public comment period, sharing concerns about safety and the dangers posed by speeding vehicles. Michael Reading, a long-time resident, underscored the need for these measures, while others expressed fears about potential accidents involving children. The council acknowledged these concerns and discussed the possibility of additional traffic controls, such as stop signs, to further enhance safety.
Vice Mayor James Chambers and other council members emphasized the importance of public safety and the need for ongoing evaluation of traffic patterns to prevent unintended consequences, such as traffic displacement to neighboring streets. The council committed to monitoring the situation and adjusting plans as necessary to ensure the effectiveness of the measures.
In addition to traffic calming initiatives, the council discussed the comprehensive plan process, which aims to shape the vision of Temple Terrace through 2050. The Planning Commission has begun gathering public input with the help of a consultant, encouraging residents to participate in surveys and direct engagements at community events. The findings will be presented in the summer, and a project webpage has been established to provide information and updates.
The meeting also covered important infrastructure projects. A resolution was passed to contract with American Construction Services, Inc. for the relocation and replacement of the Bonnie Bray water main. The project, budgeted at $1,350,016.75, addresses the aging condition of the existing infrastructure and aims to improve system reliability. The council was assured that the selection of the lowest responsible bidder would not compromise service quality, as all bids were carefully evaluated.
Moreover, the council approved a change order with Applied Sciences Consulting, Inc. for additional oversight of the Emergency Operations Center (EOC) construction. This move was necessary due to the traditional design-bid-build process, which differed from past projects that included management within the contract.
Public engagement was a key theme of the meeting, with discussions on household hazardous waste (HHW) disposal. The Sanitation Division clarified the risks associated with improper disposal of items like paint and electronics, directing residents to designated facilities for safe recycling. The council also highlighted upcoming community events, such as the Arbor Day celebration and a library sale, encouraging community participation.
In recognition of community contributions, the council honored the Centennial Committee for its efforts in organizing events and creating murals for the city’s centennial celebration. A commemorative book and mural collage were presented, and the council expressed gratitude for the committee’s dedication before formally dissolving it.
