Temple Terrace City Council Sets Millage Rate and Approves Initial 2026 Budget Amid Financial Discussions
- Meeting Overview:
The Temple Terrace City Council met on September 3, 2025, to focus on establishing a millage rate and conducting an initial reading of the fiscal year 2026 budget. Central to the meeting was the unanimous approval of a millage rate of 6.455 mills, the same as the previous year, and a discussion on budget allocations, including capital projects, employee pay raises, and infrastructure improvements.
A major topic of the meeting was the decision to maintain the property tax millage rate at 6.455 mills per $1,000 of assessed value for the 2026 fiscal year, which remains unchanged from the current rate but is 6.43% higher than the rollback rate of 6.0648 mills. This decision was reached following a public hearing where no residents were present to voice opinions. The council members unanimously approved the millage rate during a roll call vote, setting the stage for a second reading and public hearing scheduled for September 16, 2025.
The proposed budget for fiscal year 2026, presented by Finance Director Jim Ingram, maintains the millage rate while addressing various financial needs and opportunities. The budget includes a 4% cost of living adjustment for general employees and a 2% merit pay increase based on performance evaluations. Ingram emphasized the careful preparation of the budget, which also allocates $824,200 in capital projects funded through the unassigned general fund balance. This allocation ensures that these projects do not impact the millage rate, as they are sourced from reserves rather than ad valorem taxes.
Adjustmentsttention was given to the payment of the Temple Terrace Country Club loan, with confirmation that the final payment of $259,300 would be completed within the current fiscal year. This payment marks the end of that particular debt service, although the golf course will continue to reimburse the city for other renovation-related expenses. The city will also pay off the Wells Fargo Country Club loan, leaving only the redevelopment loan, anticipated to decrease to $9.3 million by the end of fiscal year 2026.
Infrastructure improvements were a focal point, with $3 million allocated for resurfacing projects, half of which is expected to be reimbursed by county surtax funds. Additional funding is directed towards stormwater construction and retention pond rehabilitation. The budget also outlines a $400,000 allocation from the tax increment fund for construction costs at Riverside Park. As the tax increment fund reserve begins to recover after years of loan repayments, the council expressed optimism about future financial stability.
In terms of utility rates, the budget accounts for a 5% increase in sanitation, water, sewer, and irrigation rates starting October 1, 2025. This adjustment is intended to cover costs associated with infrastructure improvements and rising disposal fees from Hillsborough County. Council members discussed the implications of these rate changes, with assurances that transparency and regulatory compliance would govern the communication of any adjustments to residents.
The meeting also covered the creation of two new funds: a grants fund to separate governmental non-enterprise grants from the general fund, and a mobility fees fund to track street impact fees. This restructuring aims to enhance clarity and compliance with state reporting requirements.
The council explored the procurement of sanitation vehicles, including a street sweeper and two sanitation trucks, discussing the financial implications of leasing versus purchasing. Based on historical reliability and operational cost considerations, the consensus leaned towards purchasing these vehicles.
