Temple Terrace Council Approves Davis Road Subdivision Amid Storm Equipment Shortfall
- Meeting Overview:
The Temple Terrace City Council meeting focused on the approval of a new residential subdivision on Davis Road, a infrastructure need for storm preparedness, and the collaboration with the Hillsborough County School Board on school resource officers. Discussions also highlighted the transition of the city attorney and the recognition of community events like the 50th annual Fourth of July parade.
A significant portion of the meeting was dedicated to the proposed residential subdivision on Davis Road. The council examined the preliminary plat, scrutinizing the layout and potential signage, and addressing concerns about stormwater management and traffic on Davis Road, which falls under Hillsborough County’s jurisdiction. The council approved the final site plan and preliminary plans for the 6.7-acre development, which will consist of 28 single-family lots. Modifications from the original proposal followed a reduction in lot numbers to address planning considerations. Despite approval, the council mandated the submission of a final site plan by May 1, 2025.
Stormwater management was a particular concern, with council member Fernandez questioning if the final plan would return for council review. City staff clarified that Hillsborough County had already approved the stormwater management plan, though the city would continue to monitor its impact on existing systems. The council emphasized the importance of ensuring the new development would not worsen existing drainage issues.
The meeting also addressed a shortfall in equipment for the public works department, especially following recent storms like Hurricane Ian and Hurricane Milton. The city identified a pressing need for a sandbag machine to alleviate the manual workload on employees. Additionally, fuel trailers were deemed essential to maintain backup power during emergencies, as the city currently relies on generators for 36 water system facilities. Despite a veto from the governor on a budget request that included nearly $600 million in statewide projects, the city manager expressed hope that local funds could still be allocated to acquire the necessary equipment.
Another topic was the council’s agreement with the Hillsborough County School Board to provide school resource officers (SROs) at Greco Middle School. The resolution allows for one full-time SRO and an additional security officer from the school board. The police captain described positive interactions with the school and assured the council of transparent communication between the school district and the police department. The council unanimously approved the agreement.
In personnel matters, the council discussed the employment agreement for Ernie Mueller, the newly appointed city attorney, following Pam Shashon’s retirement. Shashon, who served for seven and a half years, was praised for her contributions, particularly the establishment of a legal department and the absence of major lawsuits during her tenure.
The council also recognized the city’s centennial celebration, with upcoming events like the 50th annual Fourth of July parade. Assistant Fire Chief Shane Salammon provided safety reminders for the holiday, urging residents to attend the city’s professional fireworks display to avoid injuries from consumer fireworks. The parade will feature golf carts, marching bands, and various patriotic elements, while a nighttime celebration will include live music and food trucks.
Public comments included a request from a local little league football nonprofit for financial partnership and support. Additionally, a resident suggested using digital bulletin boards to promote the upcoming library sale.
